The Northern franchise will be providing around 400 additional Sunday services by the end of 2019 compared with the start of the franchise in 2016, many of which have already been introduced. As regards current weekend performance we would urge RMT to call off their planned industrial action on Saturdays, especially as there are talks taking place at ACAS. Public Health England (PHE) has not made an assessment of changes in the public health grant on the health outcomes of low income households in Blackburn or England.<\/p>

Services, unlike goods, are not subject to tariffs and, unlike the vast majority of manufactured goods and agricultural products, most services are not subject to specific product standards.<\/p>

Our position is that we will be leaving the Single Market, including in services. But that does not change our ambition to ensure UK and EU service providers continue to benefit from cross-border trade after leaving the European Union.<\/p>

To this end, the Government\u2019s White Paper sets out our vision for a deep and comprehensive deal for the services industry with the European Union \u2013 including detailed proposals on digital, financial, professional and business, and other services.<\/p>

Our approach is based on the principles of international trade and the precedents of existing EU trade agreements. It minimises new barriers to service provision, allowing UK firms to establish in the EU, and provides for the mutual recognition of professional qualifications.<\/p>

Under the Assured Shorthold Tenancy regime, which is now the most common form of tenancy in the private rented sector, tenants have a minimum of 6 months security of tenure. According to the English Housing Survey, 10 per cent of tenants moved because they were asked to leave or were given notice by their landlord. A landlord can only seek possession within the fixed term tenancy period by applying to the court for a possession in accordance with section 8 of the Housing Act 1988 on one or more of the grounds contained in schedule 2.<\/p>

Outside of the fixed term period, a landlord can evict a tenant using a Section 21 notice but only where the landlord has complied with certain legal obligations. These include protecting their tenants\u2019 deposit in a Tenancy Deposit Protection scheme, providing Gas Safety Certificates, and also providing a copy of the Government\u2019s \u2018How to Rent\u2019 guide.<\/p>

The Government is committed to making renting more secure. On 2 July, we launched a consultation on overcoming the barriers to longer tenancies in the private rented sector. We are seeking views on a three year longer tenancy model with a six month break clause to allow tenants and landlords to exit the agreement early if needed. The Government will consider the responses to the consultation and set out next steps later in the year. The government is investing nearly £3bn between 2019 and 2024 in this upgrade, one third of our expected investment in rail enhancements between 2019 and 2024. It will be a rolling programme of enhancements including both major civil engineering and electrification. The public sector pay cap is no longer in place and the Department has adopted a more flexible approach to public sector pay. The Remit letter from my right hon. Friend, the Secretary of State to the School Teachers\u2019 Review Body (STRB) said that the STRB should utilise this flexibility to target the next pay award to promote recruitment and retention.<\/p>

Research suggests that pay is not the main driver of teachers leaving, and teachers do not tend to leave for better paid jobs.<\/p>

Buses play an essential role in connecting us to friends and family as well as to vital public services. Where there is not enough demand for a bus route to be commercially viable in its own right, all local authorities have powers to subsidise bus services which they consider socially necessary.<\/p>

<\/p>

I fully appreciate that local authorities are making difficult choices as a result of ongoing financial pressures. Those authorities are best placed to decide how to provide supported bus services - reflecting local needs and within available budgets.<\/p>

<\/p>

The Bus Services Act 2017 provides the tools local authorities need to improve local bus services. We are working with interested local authorities to determine which of the powers provided are best able to support bus networks in their areas.<\/p>
