The government announced in May 2015 that it intends to take forward its manifesto commitment to end six-figure exit payments for public sector workers. The Enterprise Act, which contains provisions for the £95,000 public sector exit payment cap, received Royal Assent on 4 May 2016.<\/p>

<\/p>

Public sector exit payments cost around £2 billion a year and it is important that they are fair, proportionate and provide value for money to the taxpayer that funds them. The proposed cap, amounting to 3.5 times the average public sector salary, will still offer a significant level of compensation and support to an employee, and will apply to only a small percentage of public sector exits. The exit payment cap will apply to organisations classified as within the public sector by the Office for National Statistics, with a small number of exceptions.<\/p>

Responsibility for ensuring compliance with the Landing Obligation (LO) rests with Defra, the Marine Management Organisation (MMO) and the UK\u2019s Devolved Administrations. After an advisory period, and for the vessels for which it is responsible, the MMO is ensuring that fishing vessels are fully compliant with LO requirements while working at sea through inspections, including those made by Royal Navy offshore patrol vessels.<\/p>

<\/p>

Fishing vessels are selected for inspection at sea using a risk-based and intelligence-led approach. Any illegal discarding or high grading discovered is dealt with in-line with the MMO\u2019s compliance strategy. Coastal inspectors have received guidance and instruction on the LO, covering both pelagic and demersal fisheries. This guidance is updated in-line with regulatory changes every year, and coastal inspectors are monitoring both fish markets and landings.<\/p>

Paragraph 21(1) of Schedule 3, Part 5 of the Equality Act 2010 makes clear that it is not a contravention of the Act for insurers to make decisions on the grounds of disability provided they do so by reference to information from a reliable source that is relevant to the risk to be insured, and that it is a reasonable decision. The Financial Conduct Authority (FCA) expects firms to comply with relevant legislation, including the Equality Act, and can undertake its own enquiries to better understand what the firm is doing and whether any of its regulatory requirements have been breached.<\/p>

From April 2017 the government will introduce a levy to fund the step change needed to achieve 3 million apprenticeship starts and an uplift in their quality by 2020. The systems required to implement this in time for April 2017 are on track and are being tested on a regular basis. This includes progress by both HM Revenue and Customs (HMRC), with regards to the collection of the levy, and from the Skills Funding Agency who are building the digital accounts for employers to access levy funds.<\/p>

The Department for Education has issued guidance for employers regarding the apprenticeship levy. Further guidance, confirming the funding policy, will be published shortly. HMRC has also issued guidance to software developers to ensure that employers\u2019 payroll systems are ready for the apprenticeship levy and will publish further guidance for employers in December.<\/p>

The government have been working with employers and training providers since the concept of the apprenticeship levy was introduced to ensure that it works for them.
