Countries may be designated under section 94 (4) of the Nationality, Immigration and Asylum Act 2002 where the Secretary of State is satisfied that there is in general no serious risk of persecution of people entitled to reside there and that removal to that country of people entitled to reside there will not in general breach the UK's obligations under the European Convention on Human Rights. Brazil was added to the list of safe countries in July 2003.

Many factors are taken into consideration. Corruption would only be a factor where it is linked to persecution.

Asylum claims from those entitled to reside in the designated countries are considered and determined on their individual merits against the background of the latest available country of origin information. It is only after a person\u2019s asylum and human rights claim is refused and the decision maker then goes on to decide that the claim is clearly unfounded, that the claim is certified under Section 94 of the 2002 Act.<\/p>

The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) has spoken to Israeli and Palestinian counterparts as well as key international partners about the present crisis in Gaza on numerous occasions in recent weeks, urging an end to violence, a durable ceasefire and successful negotiations in Cairo which lead to a sustainable solution to the current crisis, tackling its underlying causes. The Foreign Secretary also visited Ramallah, Jerusalem and Cairo for talks. He most recently spoke to the Egyptian Foreign Minister about the ceasefire talks on 20 August.<\/p>

We receive regular representations on the right to self-determination of the Palestinian people, including from governments, NGOs, and members of the public. The UK has provided £19.1 million in UK aid in response to this crisis. On 8 August DIFD announced they would be providing an additional £2 million to the Disasters Emergency Committee and on 4 August the Secretary of State for International Development announced £2 million in new funding for the UN Relief and Works Agency\u2019s Flash Appeal. This will help the UN provide a package of essential goods to the thousands of families sheltering in schools. In total, we have now pledged £6 million to UNRWA\u2019s appeal.<\/p>

Furthermore, on 1 August DFID activated the Rapid Response Facility for Gaza. This means pre-approved partners with a proven ability to operate in Gaza will now have access to a total of £3 million in new funding to provide rapid and direct emergency humanitarian assistance. We are providing £3 million to the World Food Programme to provide food vouchers. This boost will provide emergency food vouchers for more than 300,000 people for one month, and we are also providing £2 million in medical aid. Finally, we have brought forward £3m in funding to the International Committee of the Red Cross to help them repair water infrastructure, deliver emergency medical services and protect the civilian population.<\/p>

But we are clear that a political solution is required to the current crisis in Gaza if we are to avoid this suffering happening again. All UK effort is focused to that end.<\/p>

Independent Adjudicators are District Judges or Deputy District Judges who attend establishments when necessary to hear more serious cases. Where a replacement Judge needs to sit in court to replace one attending a prison the cost of the replacement Judge is charged on a quarterly basis by HM Courts Service to the National Offender Management Service. The charge varies according to time involved.<\/p>

The information in the table below shows the monthly charges paid for the use of independent adjudicators in all prisons in England and Wales including Young Offenders Institutions for the period January 2013 to March 2014. Details for the months April 2014 to present are not yet available.<\/p>

The cost per visit can vary due to several factors, including distance travelled, overnight accommodation where necessary, and the number of establishments visited on a single journey. Charges are made on the basis of visits and not adjudications, so a single visit may include several adjudications taking place at the same establishment.<\/p>

The cost of annual Adjudication charges in 2013/14 was 22% lower than the cost in 2009/10.<\/p>

Up until the end of 2011-12 information was collected on the average hours per weekday that prisoners were unlocked. By subtracting the average hours unlocked from the 24 hours in a day it is possible to estimate hours spent locked in cell. Figures for each prison establishment for the three years from 2009-10 to 2011-12 have been placed in the library of the House.<\/p>

<\/p>

It should be noted that time in cell includes hours when prisoners are asleep. Time unlocked includes time where a prisoner is either out of their cell or where the cell door is unlocked allowing them to move freely in and out of the cell.Figures have been drawn from administrative IT systems, which, as with any large scale recording system, are subject to possible errors with data entry and processing.<\/p>

<\/p>

Time unlocked was discontinued as a performance indicator for prisons at the end of 2011-12 because it was not used in the day-to-day management of prisons and NOMS had concerns over the burden on the frontline of collecting the data. Indicators introduced into prison SLAs in respect of rehabilitation, resettlement and work in prisons provide a better demonstration of efforts to prepare prisoners for release and reduce reoffending. Figures for time in cell for the years 2012-13 and 2013-14 could only be obtained at disproportionate cost.<\/p>

Work in prisons is a key priority to ensure prisoners are engaged purposefully whilst they are in custody. It also gives them the opportunity to learn skills and a work ethic which can increase their chances of finding employment on release, a key element to reducing reoffending.<\/p>

<\/p>

The number of prisoners working in industrial activity across public sector prisons increased from around 8,600 in 2010-11 (the first year for which figures are available) to around 9,700 in 2012-13. This delivered an increase in the total hours worked in industrial activities from 10.6 million hours to 13.1 million hours. Private sector prisons have also been supporting this agenda and have reported that they delivered over 1½ million prisoner working hours in commercial and industrial workshops in 2012-13 which provided work for over 1,200 prisoners. In addition there are substantial numbers of prisoners who work to keep prisons running on tasks such as cooking, serving meals, maintenance and cleaning.<\/p>

Our reforms to the Incentives and Earned Privileges national policy framework came into effect in adult prisons on 1 November 2013. Prisoners will be expected to engage in purposeful activity, as well as demonstrate a commitment towards their rehabilitation, reduce their risk of reoffending, behave well and help others if they are to earn privileges.<\/p>
