A pupil who arrives for a morning or afternoon session after registration has closed is marked absent for that session. For pupils of compulsory school age (5 to 16 years), local authorities can address such absences if a parent has failed to secure their child\u2019s regular school attendance through use of the sanctions of penalty notices or prosecution leading to a fine. Before prosecuting parents, a local authority should consider whether it would be appropriate to apply for an education supervision order to ensure that the child is properly educated.<\/p>

<\/p>

Other legal measures available to local authorities and schools to tackle irregular attendance are parenting contracts and parenting orders. A parenting contract is an agreement between a parent and either the local authority or the governing body of a school for the parent to comply for a given period with whatever requirements are set out in the contract to improve their child\u2019s attendance at school. A parenting order may be imposed by a court requiring a parent to comply with requirements specified in the order to improve their child\u2019s school attendance.<\/p>

I attended this meeting on security in Nigeria on 3 September. Maintained secondary schools must teach a modern foreign language to all pupils at key stage 3 (ages 11-14). The choice of which language or languages to teach is for schools to make, though the great majority of secondary schools teach one or more of French, German or Spanish, with small numbers teaching an additional language or languages.<\/p>

Awarding bodies determine which languages they will offer as GCSE qualifications. Schools decide whether to enter pupils for any particular language GCSE. The English Baccalaureate is already encouraging more young people to take a language at GCSE level. It is not possible to identify pupils entered for Mandarin Chinese from the Department for Education\u2019s data. However, the Department does hold information on the number of entries into GCSE Chinese which includes Mandarin Chinese and other Chinese subjects. In the academic year 2010/11, there were 2,480 entries for GCSE Mandarin, 2,307 in the academic year 2011/12 and 2,346 in the academic year 2012/13. The Russian government has been linked with the crisis in Ukraine since its beginning, when some Russian servicemen were given state medals for their role in the illegal annexation of Crimea in spite of initial denials by Russia that they had been involved.<\/p>

<\/p>

On 28 August the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) expressed his concern by further mounting evidence of Russian troop involvement in Ukraine. This followed the release of satellite imagery taken by NATO on 21 and 23 August which showed Russian self-propelled artillery units inside Ukraine in the vicinity of the Luhansk province. Brigadier-General Nico Tak, Head of the North Atlantic Treaty Organisation's (NATO) crisis management centre, said that NATO had also detected large quantities of advanced weapons, including air defence systems, artillery, tanks and armoured personnel carriers being transferred to separatist forces in eastern Ukraine.<\/p>

<\/p>

On 28 August the British Ambassador to the UN made a statement which detailed evidence he had received further demonstrating the extent of Russian involvement in Ukraine. The separatist arsenal included up to 100 Main Battle Tanks; 80 Armoured Personnel Carriers; 100 MANPADs; 500 Anti-Tank weapons; and over 100 artillery pieces. Almost all of these were supplied directly by Russia since the conflict started.<\/p>

<\/p>

On 15 August a convoy of 23 armoured personnel carriers crossed into Ukraine close to where the Russian humanitarian convoy was awaiting customs clearance. The following day a further convoy of 84 military vehicles crossed the border.<\/p>

<\/p>

On 7 August, 50 vehicles, including tanks, armoured personnel carriers, and BM-21 GRAD Multiple Rocket Launchers crossed from Russia into Ukraine at the Chervonopartisansk border crossing.<\/p>

<\/p>

On 25 August, 10 Russian paratroopers belonging to the 331st Regiment of the 98th Svirsk Airborne Division were captured near the village of Dzerkalne - 20km inside Ukrainian territory. Satellite imagery confirmed the deployment of Russian armoured vehicles supported by artillery south of Donetsk close to this location. On 28 August another Russian soldier, Petr Khokhlov, serving with the 9th Motor Rifle Brigade, was captured and detained in Luhansk.<\/p>

<\/p>

In light of this evidence, it is not credible for Russia and pro-Russian separatists in Donetsk and Luhansk to claim that these serving members of the Russian armed forces were in Ukraine \u2018by accident\u2019 or \u2018on holiday\u2019.<\/p>

<\/p>

Russia can no longer pretend that it is not a direct party to this conflict, indeed this conflict would no longer exist without direct Russian military involvement in support of the separatists. British High Commission Officials in Pretoria, who cover our relations with Lesotho, continue to closely monitor developments in the country given the deteriorating political and security situation there since 30 August.
