The EU Timber Regulation (EUTR) prevents the trade of illegally-harvested timber in the EU by laying obligation on operators who place timber and timber products on the market, and those who subsequently trade in them. It was implemented in the UK by the Timber and Timber Products (Placing on the Market) Regulations in March 2013.<\/p>

Independent assessments by the European Commission and WWF rank the UK\u2019s efforts on tackling the trade in illegal timber and our domestic implementation of the EUTR as amongst the best in EU Member States.<\/p>

To be fully effective in keeping illegally harvested timber and timber products out of the EU all Member States need to implement the EUTR. We are working closely with the Commission and other Member States on this and have offered to share the UK\u2019s experience with them.<\/p>

The EU Timber Regulation (EUTR) prevents the trade of illegally-harvested timber in the EU by laying obligation on operators who place timber and timber products on the market and those who subsequently trade in them. It was implemented in the UK by the Timber and Timber Products (Placing on the Market) Regulations in March 2013. The legislation applies to all timber and timber products in scope of the regulation, including illegally-harvested timber from the Brazilian Amazon.<\/p>

In the UK, the National Measurement Office (NMO) is the competent authority for the EUTR. The Netherlands, UK and Germany have established the Make it Work initiative to promote a European dialogue on improving EU environmental legislation.<\/p>

The UK\u2019s ambition, shared by others involved, is to make it easier for business and others to comply with environmental requirements whilst continuing to maintain environmental protections. The aim is to establish a network of Member States committed to supporting actions to improve the effectiveness and efficiency of EU environmental legislation through sharing best practice and investigating opportunities for simplification. In addition the initiative will seek to establish an expert group to exchange views on improving the quality and coherence of the EU environmental acquis as a whole and develop guiding principles for \u201csmart\u201d EU environmental legislation both generally and on specific topics.<\/p>

The following EU Member States attended one or both of the workshops that have been held so far: Austria, Belgium, Czech Republic, Denmark, Germany, Hungary, Ireland, Malta, Netherlands, Poland, Portugal, Slovenia and Spain. In addition, there have been contacts with others such as France. The European Commission and the European Union Network for the Implementation of Environmental Law (IMPEL) were also represented.<\/p>

There have been some informal discussions with stakeholders but formal input has not been sought from business or other stakeholders though it is planned to do this in future.<\/p>

Good progress has been made on introducing flexible ticketing. The Thameslink, Southern and Great Northern (TSGN) rail franchise includes an obligation to introduce carnet-based season tickets on smartcards by 30 September 2015. The Essex Thameside franchise includes a similar obligation to introduce flexible season tickets and carnets. We plan to trial flexible ticketing through a combination of research and analysis, as well as evaluation of data from these flexible ticketing schemes. The National Planning Policy Framework asks planners to work to create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, and give priority to pedestrian and cycle movements. It also encourages parking provision for motorcycles.<\/p>
