The Government recently secured wide-ranging and progressive reforms to the EU Common Fishery Policy. Specific changes include the introduction of regionalised fisheries management, a phased landing obligation banning the discarding of fish and a legal commitment to setting fishing rates at sustainable levels. These wide ranging reforms will help deliver a prosperous fishing industry, healthy fish stocks and protect the marine environment.<\/p>

Work to implement these measures is underway. A formal consultation on how to implement the landing obligation in pelagic fisheries in England recently closed. Regionally agreed Discard Plans for the North Sea and North West waters have been submitted to the Commission for adoption. Consultations with the fishing industry and other groups have started to develop a policy position for the introduction of the landing obligation in demersal fisheries.<\/p>

In 2007 EU Member States agreed to an overarching non-binding target to reduce primary energy consumption by 20% by 2020, against a 2007 business-as-usual projection.<\/p>

The 2012 EU Energy Efficiency Directive established, among other things, non-binding national energy savings targets on Member States. In April 2013, the UK notified the European Commission of its national energy saving target (Article 3). The target was set at the level of 129.2 million tonnes of oil equivalent for final energy consumption, representing an 18% reduction relative to the 2007 business-as-usual projection. This is equivalent to a 20% reduction in primary energy consumption.<\/p>

According to DECC\u2019s Updated Energy and Emissions Projections 2013, final energy consumption in the UK will be 20% lower in 2020 than the 2007 business as usual projection meaning that the UK is on track to overachieve against its target. This reflects the Government\u2019s ambitious policy package.<\/p>

The Welsh Government and the UK Government have concurrent powers to promote international trade and inward investment. UK Trade & Investment (UKTI) has lead UK responsibility for the provision of support and assistance to new and existing exporters of goods and services both at home and overseas. The Welsh Government is responsible for devising and implementing additional programmes to meet the particular needs of companies in Wales.<\/p>

UKTI works closely with the Welsh Government's trade and Investment team who deliver services on the ground in Wales. Companies in Wales therefore have access to the support provided both by Welsh Government and UKTI.<\/p>

Findings from the PISA survey (OECD, 2010) indicated that in 2009 96% of pupils in the United Kingdom were attending a school where there was a library.<\/p>

In line with our approach to giving schools in England greater freedom we believe that it should be for headteachers to decide whether and how to provide a library service for their pupils. We do not, therefore, issue guidance to schools relating to the provision of school libraries. Many headteachers recognise the role libraries play in improving young people's literacy and love of reading, and ensure that suitable library facilities are provided.<\/p>
