The Government does not record the number of or the location of refuges in England. Decisions on the provision of accommodation for victims of domestic abuse are for local authorities: we expect local authorities to commission services based on the needs of their communities, taking account of locally available data sources.<\/p>

The Government does not directly fund women's refuges. However, this Government has invested £6.5 billion investment to help vulnerable people through housing related support. A proportion of this money will be used by local authorities to commission refuge services. In addition we have made over £500 million available since 2010 to local authorities and the voluntary sector to prevent and tackle homelessness and rough sleeping. This funding will also help the most vulnerable in society, including victims of domestic abuse.<\/p>

The dynamics of domestic abuse mean that accommodation can play an important role in the resolution of interpersonal abuse and conflict. This is why the homelessness legislation in England provides one of the strongest safety nets in the world for families with children and for vulnerable people who become homeless through no fault of their own.<\/p>

There is a range of support for victims of domestic abuse. Some victims will be accommodated in refuges, but Sanctuary Schemes and mainstream local authority accommodation may be an option for others, while some victims will pursue independent solutions with help and advice from support schemes as necessary.<\/p>

We also fund UKRefugesOnline a UK wide database of domestic violence services which supports the national 24 hour free phone domestic violence helpline. This service enables those working with victims of domestic violence to identify appropriate services and potential refuge vacancies around the country so that victims can get the help they need as quickly as possible.<\/p>

This Government has ring-fenced nearly £40 million of funding for specialist local domestic and sexual violence support services until 2015. This funding is used to part-fund 54 multi-agency risk assessment conference co-ordinators and 144 independent domestic violence advisers. We have piloted and rolled out Clare's Law and domestic violence protection orders; extended the definition of domestic abuse to cover controlling behaviour and teenage relationships; run two successful campaigns to challenge perceptions of abuse; and placed Domestic Homicide Reviews on a statutory footing to make sure lessons are learned from individual tragedies.<\/p>

The Department for International Development (DFID) has committed £300m for 2013-2019 to support polio eradication efforts led by the Global Polio Eradication Initiative (GPEI). GPEI is co-funded by a broad range of public and private donors including the European Union. It works with polio-affected countries and implementing partners, including civil society groups such as Rotary International, to eradicate polio. The Secretary of State for International Development has also engaged closely with Rotary International on its work on polio eradication and was presented with Rotary\u2019s Polio Eradication Champion award in November last year.<\/p>

The Department knows that some parts of the National Health Service are under pressure at the moment. Health Visitors and other health professionals have the potential to play a strong role in reducing the burden on emergency departments. We welcome proposals on innovative ways to achieve this.<\/p>

NHS England has advised that while health visiting services are currently provided in many community locations including children\u2019s centres, community clinics and local general practitioner surgeries, NHS England is carrying out work to look at how health visitors, in response to local need, can support other frontline services and provide more support and advice to parents on caring for their children.<\/p>

For example, London and Midland and East Regions are looking at opportunities which will simultaneously enhance the health visiting service provision and support a reduction in accident and emergency attendance and waiting times over the winter period.<\/p>

In both regions the services offered will fall within the professional scope of Health Visitors and are designed to support families receive the most appropriate care. In addition, health visitors in accident and emergency departments can support delivery of the high impact areas: particularly managing minor illness, preventing accidents and also support maternal mental health, early attachment, and transition to parenthood and breastfeeding.<\/p>

The Nursing and Midwifery Council (NMC) is an independent body and responsible for matters concerning the discharge of its statutory duties, including pursuing Fitness to Practise (FtP) investigations against its registrants. Statistical information about NMC FtP cases is not routinely collected or held centrally. However, the NMC advises that as at 30 September 2014, it was dealing with 4271 FtP cases, of these 231 cases were aged over 24 months. This compares with 320 such cases as at 8 October 2013.<\/p>

On 13 October 2014, the Government laid a draft Section 60 Order in Parliament to amend the Nursing and Midwifery Order 2001, the governing legislative framework of the NMC. The Department takes both under and overpayments seriously and has in place a number of initiatives to address the errors that cause them. These activities address fraud as well as error, and both under and overpayments. It is therefore not possible to separate out the cost of activities focused exclusively on underpayments as a result of error.<\/p>

Universal Credit will make the welfare system simpler by replacing six benefits and credits with a single monthly payment. This simplification is expected to lead to a reduction in fraud and error due to the fact that information about claimants will be held in one place and updated more frequently and easily.<\/p>

<\/p>

For claimants that have income taxed under PAYE, Universal Credit will be linked to HMRC\u2019s Real Time Information system, which will provide an automatic monthly update of their income thus reducing the potential for both error and fraud.<\/p>

<\/p>

The Department has invested in compliance activity, so that case correctness is maintained and fraud and error entering the system are detected and resolved quickly. Across all delivery arms there is a focus on accuracy and quality, including a continuous quality checking regime to review claims and check processing accuracy.<\/p>

We constantly review claims by checking them against data coming into our systems, in order to highlight potential anomalies. We do this by using business rules which focus on potential error to identify both under and overpayments.<\/p>

The Department is taking steps to encourage claimants to ensure that the information provided to us is accurate and up-to-date. The UK and EU are providing support to scientific institutions in Ukraine in several areas though not as a consequence of recent political instability. The Royal Society is currently funding, through its Department of Business Innovation and Skills grant, two international exchanges involving Ukrainian scientists worth £24,000.<\/p>

The British Council has awarded grants of up to £5000 to support the development of partnerships between Ukrainian and UK higher education institutions in 2014-15. Priority was given to applications focussed on energy. The partnerships include:<\/p>
