Openreach has commercial contracts with broadband contractors who access its ducts and poles. These contracts include detailed requirements on how Openreach should be notified of where and when companies will be building fibre. It is ultimately a commercial decision for Openreach to decide how it enforces these contracts, and we understand it already has an active non-compliance process in place.

If there are concerns that competition issues might arise from the enforcement of these commercial contracts, these should be raised with Ofcom. Ofcom’s Openreach Monitoring Unit ensures that the company meets expectations in how it deals with both its customers and its competitors.

DSIT engages with Ofcom and Openreach on a regular basis and no concerns have been raised to date regarding the use of Openreach ducts by other companies and contractors. DSIT will continue to monitor potential risks to the cyber, physical and personnel security of telecoms infrastructure and assess the need for intervention, based on advice from NCSC and NPSA.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4647", "label" : {"_value" : "Biography information for Julia Lopez"} } , "answeringMemberConstituency" : {"_value" : "Hornchurch and Upminster"} , "answeringMemberPrinted" : {"_value" : "Julia Lopez"} , "dateOfAnswer" : {"_value" : "2024-01-16", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-01-16T14:54:51.297Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "216"} , "answeringDeptShortName" : {"_value" : "Science, Innovation and Technology"} , "answeringDeptSortName" : {"_value" : "Science, Innovation and Technology"} , "date" : {"_value" : "2024-01-12", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Telecommunications: Infrastructure"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Science, Innovation and Technology, if she will make an assessment of the potential merits of instructing Ofcom to (a) monitor compliance by (i) network operators and (ii) contractors using Openreach ducts and (b) require registration from any organisation using Openreach ducts to help ensure the (A) resilience of the UK’s networks and (B) security of national infrastructure.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1446", "label" : {"_value" : "Biography information for Sir Chris Bryant"} } , "tablingMemberConstituency" : {"_value" : "Rhondda"} , "tablingMemberPrinted" : [{"_value" : "Sir Chris Bryant"} ], "uin" : "9341"} , {"_about" : "http://data.parliament.uk/resources/1681769", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1681769/answer", "answerText" : {"_value" : "

The UK strongly condemns Iran's provision of unmanned aerial vehicles (UAVs) to Russia, which have been used to kill Ukrainian civilians and attack critical infrastructure. We continue to expose this desperate alliance and hold Iran to account for its support of Russia's illegal war, including by providing evidence at the UN. Since October 2022, we have sanctioned 24 Iranian individuals and entities involved in the manufacture and transfer of UAVs, adding to our existing extensive sanctions on the Iranian drone programme.
