The Government recognises that accidental bycatch in fisheries is one of the greatest threats faced by sensitive marine species such as cetaceans, and we remain fully committed to tackling this issue.

The UK introduced new rules in 2021 making it a mandatory requirement under fishing vessel licence conditions for fishers to report any marine mammal bycatch to the Marine Management Organisation (MMO). On the introduction of this requirement, communications were sent out by Defra, the Devolved Administrations and the MMO to ensure that industry understood the new obligations. MMO is planning to communicate again with fishers this summer in order to ensure that rules are clear, and skippers comply with requirements. Responsibility for enforcing licence conditions in Scotland and Northern Ireland is a matter for the Devolved Administrations.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4055", "label" : {"_value" : "Biography information for Sir Mark Spencer"} } , "answeringMemberConstituency" : {"_value" : "Sherwood"} , "answeringMemberPrinted" : {"_value" : "Mark Spencer"} , "dateOfAnswer" : {"_value" : "2023-06-19", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-06-19T09:44:18.183Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2023-06-12", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Marine Animals: Fishing Catches"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment she has made of the level of compliance with the legal requirement for fishing vessels to report marine mammal bycatch.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/450", "label" : {"_value" : "Biography information for Tony Lloyd"} } , "tablingMemberConstituency" : {"_value" : "Rochdale"} , "tablingMemberPrinted" : [{"_value" : "Tony Lloyd"} ], "uin" : "188846"} , {"_about" : "http://data.parliament.uk/resources/1641979", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1641979/answer", "answerText" : {"_value" : "

The UK is fully engaged in the ongoing negotiations at the International Seabed Authority (ISA) Council and Assembly in Kingston, Jamaica, to agree deep sea mining exploitation regulations.

The UK's policy is not to sponsor or support the issuing of any exploitation licences for deep sea mining projects unless and until there is sufficient scientific evidence about the potential impact on deep sea ecosystems and strong enforceable environmental Regulations, Standards and Guidelines have been developed by the ISA and are in place. The UK's approach is both precautionary and conditional.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4531", "label" : {"_value" : "Biography information for Anne-Marie Trevelyan"} } , "answeringMemberConstituency" : {"_value" : "Berwick-upon-Tweed"} , "answeringMemberPrinted" : {"_value" : "Anne-Marie Trevelyan"} , "dateOfAnswer" : {"_value" : "2023-05-18", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-05-18T10:40:07.923Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "208"} , "answeringDeptShortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "answeringDeptSortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "date" : {"_value" : "2023-05-12", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Deep Sea Mining"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what discussions he has had with the International Seabed Authority on whether it would issue exploitation licences for deep-sea mining projects prior to the establishment of sufficient evidence about the potential impact on deep-sea ecosystems.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/450", "label" : {"_value" : "Biography information for Tony Lloyd"} } , "tablingMemberConstituency" : {"_value" : "Rochdale"} , "tablingMemberPrinted" : [{"_value" : "Tony Lloyd"} ], "uin" : "184795"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&max-ddpModified.=2023-06-12T22%3A04%3A25.376Z&tablingMemberConstituency=Rochdale", "page" : 0, "startIndex" : 1, "totalResults" : 254, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
