In January 2019 we announced in the NHS Long Term Plan that we are investing an extra £4.5 billion in primary and community care by 2024. This was followed by the five-year general practitioner (GP) contract, which will provide greater financial security and certainty for practices to plan ahead and will see billions of extra investment for improved access, expanded services at local practices, the development of primary care networks and longer appointments for patients who need them.

To address workload pressures and building on the success in expanding the wider workforce, the new five-year contract for general practice will see funding towards up to 20,000 extra staff working in GP practices, such as physiotherapists and pharmacists. This will help free up doctors to spend more time with the patients who need them.

The interim People Plan published in June 2019 set out the actions the National Health Service will take now to secure the right staff, leadership and culture it needs to deliver the Long Term Plan and high quality, safe care. A final People Plan will be published shortly after the conclusion of the Spending Review, once there is further clarity on education and training budgets. The final People Plan will set out a broader strategy for a sustainable general practice workforce, through both recruitment and retention programmes.

The decision to adopt rules changes that saw the return of the Russian delegation to the Council of Europe Parliamentary Assembly was a matter for the Assembly, which is independent from the intergovernmental Committee of Ministers. Russia's membership of the Council of Europe provides access, valued by Russian citizens and human rights NGOs, to the European Court of Human Rights and is one of the few ways available to the international community to hold Russia to account for its human rights violations. The British government did not, however, support Russia's unconditional return to the Parliamentary Assembly of the Council of Europe. We consistently called on Russia to fulfil all its obligations as a Member State, including payment of all debts to the Council of Europe, and to adhere to Council of Europe standards on human rights, democracy and rule of law. We will continue our efforts in the Council of Europe to ensure Russia is answerable for its actions. Waste management is a devolved matter and the figures provided here for plastic waste returned in the years 2016 to 2018 relate to England only.

The tonnages of returned waste shown in the table below are derived from requests made by regulators in other countries to the Environment Agency. When these instances occur the Environment Agency requires the exporter of the waste to make arrangements to bring it back. It is also the responsibility of the exporter to arrange for the returned waste to be dealt with in accordance with the waste hierarchy and in compliance with UK waste legislation.

Information on the corresponding annual tonnage and value of UK plastic waste exports are provided for the purpose of context.

Effective weed control is key to successful crop production and grassland management. Herbicides are one means of controlling weeds but there are a number of other tools including variety selection, crop rotation and cultivation techniques. Regulation of herbicides is rigorous and they are not authorised for use if they may harm health or risk unacceptable impacts on the environment.

The 25 Year Environment Plan states the Government’s intention to put Integrated Pest Management (IPM) at the heart of its approach. IPM aims to design farming systems so as to minimise the need for pesticides, including herbicides, and to make the greatest possible use of alternative approaches. We will develop and implement policies that encourage and support this approach, building on existing work to research and promote new techniques and products that provide alternatives to chemical pesticides. Where these practices are shown to deliver environmental outcomes, farmers who adopt them will be well placed to benefit from a future Environmental Land Management system.

Government officials have discussed the upcoming media freedom conference, and its priority for the Foreign and Commonwealth Office with the Ugandan High Commission in London. The Ugandan Foreign Minister is also confirmed to attend the conference. Our High Commission in Kampala, alongside the EU and other missions, released a statement on 3 May calling on the Ugandan Government to guarantee freedom of speech and expression, and freedom of assembly as enshrined in the Ugandan Constitution. Following the statement, British High Commission staff highlighted our concerns during the EU Heads of Mission meeting with President Museveni in May. The UK supports freedom of expression as a fundamental human right alongside freedom of the media and we continue regularly to raise any concerns around civic and political issues directly with the Ugandan government.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4107", "label" : {"_value" : "Biography information for Dame Harriett Baldwin"} } , "answeringMemberConstituency" : {"_value" : "West Worcestershire"} , "answeringMemberPrinted" : {"_value" : "Harriett Baldwin"} , "dateOfAnswer" : {"_value" : "2019-06-27", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-06-27T15:46:31.463Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2019-06-24", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Uganda: Human Rights"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent discussions he has had with the Ugandan Ambassador to the UK on press freedom and civil liberties in that country.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1436", "label" : {"_value" : "Biography information for Paul Farrelly"} } , "tablingMemberConstituency" : {"_value" : "Newcastle-under-Lyme"} , "tablingMemberPrinted" : [{"_value" : "Paul Farrelly"} ], "uin" : "268432"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&max-ddpModified.=2019-06-27T17%3A25%3A35.053Z&tablingMemberConstituency=Newcastle-under-Lyme&min-ddpCreated=2019-06-24T19%3A40%3A30.353Z", "page" : 0, "startIndex" : 1, "totalResults" : 15, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
