The Government is committed to reducing homelessness and rough sleeping, including for young people. The Homelessness Reduction Act came into force last year. It placed new duties on local housing authorities to take reasonable steps to try to prevent and relieve a person’s homelessness irrespective of whether a person has ‘priority need’ or may be regarded as being ‘intentionally homeless’, which of course includes young people. Last year we also updated guidance on the ‘Prevention of homelessness and provision of accommodation for 16 and 17-year-old young people who may be homeless and/or require accommodation’ setting out the respective duties of children’s services and housing services.

The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period. Last summer we published the cross-government Rough Sleeping Strategy. This sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. The Rough Sleeping Strategy committed to creating a new social impact bond, the Young Futures Fund. This builds on the success of the Fair Chances Fund which ran from 2015-2017 and rehoused 1657 18-24 year old's who were or at risk of homelessness.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4053", "label" : {"_value" : "Biography information for Mrs Heather Wheeler"} } , "answeringMemberConstituency" : {"_value" : "South Derbyshire"} , "answeringMemberPrinted" : {"_value" : "Mrs Heather Wheeler"} , "dateOfAnswer" : {"_value" : "2019-07-01", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-01T14:57:47.9Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2019-06-25", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Homelessness: Young People"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, what recent steps he has taken to reduce the (a) level and (b) risk of homelessness among young people.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4013", "label" : {"_value" : "Biography information for Mr Gavin Shuker"} } , "tablingMemberConstituency" : {"_value" : "Luton South"} , "tablingMemberPrinted" : [{"_value" : "Mr Gavin Shuker"} ], "uin" : "269037"} , {"_about" : "http://data.parliament.uk/resources/1134276", "AnsweringBody" : [{"_value" : "Cabinet Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1134276/answer", "answerText" : {"_value" : "

The Government took all the legal steps necessary to prepare for the European Parliamentary
elections and put in place all the legislative and funding elements to enable Returning Officers to
make their preparations required for the polls on 23 May.

The necessity for EU citizens to complete a UC1 form to be able to vote in European Parliamentary
elections implements a requirement under EU law. This is not a new requirement and has been in
place for previous European Parliamentary elections. Similar provisions apply to UK citizens living
in other EU Member States

As with any election we will reflect on proceedings and outcomes. In line with their statutory duty,
the Electoral Commission will be publishing a report into the administration of the polls later this
year, which the Government will consider in due course.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4451", "label" : {"_value" : "Biography information for Kevin Foster"} } , "answeringMemberConstituency" : {"_value" : "Torbay"} , "answeringMemberPrinted" : {"_value" : "Kevin Foster"} , "dateOfAnswer" : {"_value" : "2019-06-27", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-06-27T09:57:58.13Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "53"} , "answeringDeptShortName" : {"_value" : "Cabinet Office"} , "answeringDeptSortName" : {"_value" : "Cabinet Office"} , "date" : {"_value" : "2019-06-24", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "European Parliament: Elections"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Minister for the Cabinet Office, whether the Government has received legal advice on its recent performance of its obligations under Article 20(2)(b) TFEU to guarantee EU citizens resident in the UK the right to vote and to stand as candidates in elections to the European Parliament under the same conditions as UK nationals.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4013", "label" : {"_value" : "Biography information for Mr Gavin Shuker"} } , "tablingMemberConstituency" : {"_value" : "Luton South"} , "tablingMemberPrinted" : [{"_value" : "Mr Gavin Shuker"} ], "uin" : "268457"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 3, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
