Health Education England (HEE) published its first ever Cancer Workforce Plan in December 2017. HEE intended to publish a second phase, longer-term strategy that looked at the cancer workforce needs beyond 2021. This work was started and stakeholders from within the National Health Service and the charitable sector contributed to the early discussions. This work has since been superseded by publication of the NHS Long Term Plan in January 2019.<\/p>

Modernising radiotherapy services is crucial to our ambition to increase cancer survival rates and a number of strategic Departmental capital programmes have supported investment in 2018-19 in this area.<\/p>

In 2018-19 around £106 million capital funding has been budgeted for the following radiotherapy related programmes:<\/p>

- £46 million for the Linear Accelerator programme, part of £130 million of investment over three years; and<\/p>

- £60 million for the Proton Beam Therapy programme, part of £250 million investment in two new centres by 2020-21.<\/p>

This investment represents 1.8% of the total £5.983 billion 2018-19 capital Departmental Expenditure Limit.<\/p>

The Department has also approved £29.4 million of capital investment in 2018-19 to Cancer Alliances to encourage local areas to find new and innovative ways to diagnose cancer earlier, improve the care for those living with cancer and ensure each cancer patient gets the right care for them.<\/p>

In addition to this central programme, individual National Health Service provider organisations will also have made local capital investments to support radiotherapy from their own local capital programmes. The Department does not collect information at this level of granularity.<\/p>

A search of the Department\u2019s Ministerial correspondence database has identified one item of correspondence received since 1 August 2018 about alternative arrangements for breast cancer diagnostic and treatment procedures in the event that there is a shortage of radioisotopes in the United Kingdom. This figure represents correspondence received by the Department\u2019s Ministerial correspondence unit only.<\/p>

<\/p>

We fully recognise that radioisotopes are vitally important to many people in this country including breast cancer patients. HM Revenue and Customs already has a process to identify \u2018urgent goods\u2019, such as medical radioisotopes, requiring faster handling to move through customs and border checks promptly. The Department has well established processes to manage and mitigate the small number of medicines shortages that may arise due to manufacturing or distribution issues. These processes include radioisotopes used in breast cancer diagnostic and treatment procedures.<\/p>

<\/p>

From January 2019, it became a mandatory requirement that the pharmaceutical industry must report this information to the Department in a timely manner. Following notification and risk assessment, the Department\u2019s medicine supply team will continue to work behind the scenes with relevant stakeholders and use a host of tools to help mitigate and prevent an issue from impacting patients including the consideration of alternative treatment options. As set out in the Transport Investment Strategy, rebalancing is a key priority for the Department, and the Government is investing to ensure that its benefits are realised across the country.<\/p>

The Department's Rebalancing Toolkit is designed to help authors of Strategic Cases assess how a programme or project fits with the objective of spreading growth across the country. In addition, the Procuring for Growth Balanced Scorecard, which is designed to help ensure that major government procurements have a positive impact on economic growth, forms part of the development of the Commercial Cases for our major projects.<\/p>

The Department's major projects also hold extensive supplier engagement programmes and these are often regionally based. For example, HS2 Ltd has engaged with over 5,000 businesses, from every corner of the UK, to promote HS2 supply chain opportunities. They have supported or hosted well over 100 events in the past three years alone, including a roadshow of events in 11 UK cities, including in Belfast.<\/p>

The responsibility for tackling invasive non-native species (INNS) and the associated costs of mitigating the damage they cause will impact on a number of departments and non-departmental public bodies. The Government does not hold collated information on the direct cost to the \u2018public purse\u2019. However, we are working towards furthering our understanding of the impact of invasive species, including their economic costs. Defra has recently commissioned a scoping study which will investigate whether it is possible to quantify a broader range of impacts of INNS on natural capital assets and the ecosystem services they provide. This will build on CABI\u2019s Defra-funded study from 2010, which was a substantial and detailed assessment. The study clearly demonstrated that the costs of INNS to the British economy are considerable and widespread.<\/p>
