The Universal Service Obligation was set in secondary legislation in March 2018 and is now being implemented by Ofcom so that by 2020 everyone will have the legal right to high speed broadband of at least 10Mbps. It is designed as a safety-net to ensure no-one is left behind.<\/p>

In terms of superfast broadband coverage, thanks to £1.7bn investment of public money in the Broadband Delivery UK Superfast programme, 95% of Hampshire now has access to at least 24 Megabits per second.<\/p>

We also have ambitions for full fibre coverage, which will deliver future-proof broadband connections. We announced £200 million of funding in the Budget to trial a model to deliver full fibre to premises in rural and remote areas. Since 2012, when the EU granted Burma duty-free, quota-free market access on \u201cEverything But Arms\u201d, EU imports from Burma rose by almost ten times to \u20ac1,558 million in 2017. Most of the EU\u2019s imports are of textiles and apparels, which have created substantial employment opportunities for women in Burma, and which would be subject to tariffs if the EU withdraws \u2018Everything But Arms\u2019 preferences.<\/p>

<\/p>

Any decision to suspend preferences would need to be thoroughly assessed, bearing in mind the impact it could have on Burma\u2019s poor.<\/p>

Government has made extensive representations to the Office of Rail and Road as part of the Periodic Review 2018 process, which concluded on 31 October with the publication of the Final Determination. This has included the publication of the High Level Output Specification and Statement of Funds Available. Government has not, however, made specific, prescriptive representations to the effect that it expects operators to maximise the number of seats for each train path. Government has instead taken an outcomes-based approach, focussing on the outcomes that matter most to passengers and freight users, including safety, reliability and capacity, with the responsibility being on the industry to deliver these.<\/p>

Government\u2019s representations to the Office of Rail and Road, including its response to the Draft Determination, which was published on 23 August 2018, have stressed that Government places great importance on better using and improving the capacity of the network, including by strengthening the System Operator, which provides advice on the better use of capacity.<\/p>
