NHS England has advised that it does not collect information on the average length of time taken by clinical commissioning groups (CCGs) to deal with individual funding requests (IFRs).

IFRs are the responsibility of individual CCGs for the majority of NHS services.

NHS England is also responsible for some IFRs, for example, for specialised services. Further general information about NHS England’s policy on IFRs can be found at the following link:

In the last five years, the Employment Agency Standards (EAS) Inspectorate have investigated six complaints regarding non-compliance with regulation 7 of the Conduct of Employment Agencies and Employment Businesses Regulations 2003 (as amended), broken down as follows:

Financial Year 17/18: 3

For the Financial Year 18/19, there have been no complaints regarding non-compliance with regulation 7 to date. There have been no prosecutions brought by EAS in relation to these investigations.

EAS seeks to raise awareness about the Conduct of Employment Agencies and Employment Business Regulations (2003), engaging with agencies to ensure compliance with the legislation. The Capped Expenditure Process was run as an extension to the 2017/18 planning process aimed at those places that were otherwise unable to live within their means. It was therefore limited to the 2017/18 financial year and so is now in effect concluded. For the 2018/19 planning process it is still essential that all clinical commissioning groups (CCGs) do their utmost to submit a plan to live within their means, and to repay any cumulative historical overspends. Where CCGs are merging as of 1 April 2018 the same rules will apply to the merged entity as applied to the individual entities prior to the merger.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4095", "label" : {"_value" : "Biography information for Steve Barclay"} } , "answeringMemberConstituency" : {"_value" : "North East Cambridgeshire"} , "answeringMemberPrinted" : {"_value" : "Stephen Barclay"} , "dateOfAnswer" : {"_value" : "2018-05-15", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-05-15T10:23:57.217Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2018-05-08", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Clinical Commissioning Groups"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, whether clinical commissioning group areas that are subject to the capped expenditure process will continue to be so subject in the event that are merged with another clinical commissioning group.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4418", "label" : {"_value" : "Biography information for Justin Madders"} } , "tablingMemberConstituency" : {"_value" : "Ellesmere Port and Neston"} , "tablingMemberPrinted" : [{"_value" : "Justin Madders"} ], "uin" : "141826"} , {"_about" : "http://data.parliament.uk/resources/900212", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/900212/answer", "answerText" : {"_value" : "

My Rt. hon. Friend, the Secretary of State for Health and Social Care, has regular discussions with Ministerial colleagues on a number of issues, including on the issue of tier 2 visas for potential National Health Service staff.

The Government recognises fully the contribution that international doctors working in the NHS make towards delivering the high quality compassionate care we all expect.

But it is important that our immigration system works in the national interest, ensuring that employers look first to the United Kingdom resident labour market before recruiting from overseas.
