For the purposes of the Department's annual rough sleeping estimates, the definition is as follows: People sleeping, about to bed down (sitting on/in or standing next to their bedding) or actually bedded down in the open air (such as on the streets, in tents, doorways, parks, bus shelters or encampments). People in buildings or other places not designed for habitation (such as stairwells, barns, sheds, car parks, cars, derelict boats, stations, or “bashes” which are makeshift shelters, often comprised of cardboard boxes).

Nobody should ever have to sleep rough. We have already allocated £30 million of funding specifically to support rough sleepers, including people at risk of sleeping rough, new rough sleepers and those with the most complex needs - our ambition is to halve rough sleeping by 2022, eliminating it by 2027.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4282", "label" : {"_value" : "Biography information for Lord Bourne of Aberystwyth"} } , "answeringMemberPrinted" : {"_value" : "Lord Bourne of Aberystwyth"} , "dateOfAnswer" : {"_value" : "2017-07-03", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-07-03T16:41:45.42Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Communities and Local Government"} , "date" : {"_value" : "2017-06-21", "_datatype" : "dateTime"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "Her Majesty's Government what, when they use it, is their definition of "sleeping rough".", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1137", "label" : {"_value" : "Biography information for Lord Patten"} } , "tablingMemberPrinted" : [{"_value" : "Lord Patten"} ], "uin" : "HL6"} , {"_about" : "http://data.parliament.uk/resources/518712", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/518712/answer", "answerText" : {"_value" : "

No data is collected on the number of raccoon dogs in the UK.

There are currently no plans to ban the ownership of this species inside or outside licensed zoos.

It is currently an offence under the Wildlife and Countryside Act 1981 to release a raccoon dog, or allow one to escape, into the wild. If an animal were to escape it would first be the responsibility of the owner to recapture the animal. If, however, there was a threat that the species were to become established in the wild, action would be undertaken to capture and remove the animals in accordance with a draft rapid response protocol currently being prepared as part of the GB non-native species strategy.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4161", "label" : {"_value" : "Biography information for Lord Gardiner of Kimble"} } , "answeringMemberPrinted" : {"_value" : "Lord Gardiner of Kimble"} , "dateOfAnswer" : {"_value" : "2016-05-26", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-05-26T14:58:29.873Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2016-05-18", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Sleeping Rough"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government what information they have collected on the number of racoon dogs in the UK; whether they have any plans to ban the ownership of racoon dogs outside licensed zoos; and what action they plan to take to exterminate any in the wild.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/497", "label" : {"_value" : "Biography information for Lord Blencathra"} } , "tablingMemberPrinted" : [{"_value" : "Lord Blencathra"} ], "uin" : "HL6"} , {"_about" : "http://data.parliament.uk/resources/346768", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/346768/answer", "answerText" : {"_value" : "

As of 1st April 2009 there were 28,619 serving magistrates in England and Wales. The number of court cases dealt with in 2009 are recorded for the year from April 2009 to March 2010, during which time the magistrates’ courts dealt with 1,857,461 criminal cases. This figure includes the number of cases presided over by both magistrates and district judges (magistrates’ courts).

It is not possible to split case volumes between magistrates and district judges because a district judge might deal with certain aspects of a case, whilst magistrates might hear other aspects.

Workload forecasts are not prepared on a calendar year basis, and are not broken down between magistrates and district judges (magistrates’ courts). The MoJ is currently planning that the magistrates and district judges (magistrates’ courts) sitting in the magistrates’ courts will preside over around 1,560,000 criminal cases in 2015/16.

The need to recruit magistrates and district judges (magistrates' courts) is reviewed annually as a whole. One of the key aims is to ensure optimal use of both magistrates and district judges, each being essential to the administration of justice.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4183", "label" : {"_value" : "Biography information for Lord Faulks"} } , "answeringMemberPrinted" : {"_value" : "Lord Faulks"} , "dateOfAnswer" : {"_value" : "2015-06-08", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-06-08T16:16:06.267Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2015-05-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Judiciary"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government how many lay magistrates there were, and how many criminal cases lay magistrates presided over, in England and Wales in 2009; what are their current estimates of how many criminal cases lay magistrates will preside over in 2015, and how many lay magistrates and district judges are required to meet this volume of cases; and what are their plans for recruiting lay magistrates and district judges over the next three years.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4181", "label" : {"_value" : "Biography information for Lord Beecham"} } , "tablingMemberPrinted" : [{"_value" : "Lord Beecham"} ], "uin" : "HL6"} , {"_about" : "http://data.parliament.uk/resources/57533", "AnsweringBody" : [{"_value" : "Foreign and Commonwealth Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/57533/answer", "answerText" : {"_value" : "
