During the 2015/16 financial year complaints examined by the Independent Case Examiner’s (ICE) Office took an average of 37 weeks to process from the point at which they were accepted.

Improvements in complaint handling within DWP mean that the ICE Office receive far fewer cases which can be resolved, to the complainant’s satisfaction, without a full investigation of the evidence. This means that the ICE process is reserved for more complex cases which are, by nature, more time consuming.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4105", "label" : {"_value" : "Biography information for Justin Tomlinson"} } , "answeringMemberConstituency" : {"_value" : "North Swindon"} , "answeringMemberPrinted" : {"_value" : "Justin Tomlinson"} , "dateOfAnswer" : {"_value" : "2016-04-26", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-04-26T15:00:10.05Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2016-04-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Independent Case Examiner"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Work and Pensions, what the average waiting time is for the Independent Case Examiner to review accepted cases; and if he will make a statement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4122", "label" : {"_value" : "Biography information for Alex Cunningham"} } , "tablingMemberConstituency" : {"_value" : "Stockton North"} , "tablingMemberPrinted" : [{"_value" : "Alex Cunningham"} ], "uin" : "34867"} , {"_about" : "http://data.parliament.uk/resources/514090", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/514090/answer", "answerText" : {"_value" : "

The UK wants to see continued support for British industry as they decarbonise. In the context of a declining EU Emissions Trading System cap it is essential that free allowances should be focussed on those sectors at greatest risk of carbon leakage. Sectors at greatest risk of carbon leakage have high carbon costs and are highly exposed to international trade.

The Government supports the EU Emissions Trading System (ETS) as a market-based approach to achieve least-cost decarbonisation and maintain a level playing field across the EU. The Government recognises the large proportion of process emissions within some industrial sectors, such as cement. We have engaged with the cement and other sectors’ bodies to understand the enablers and barriers to deep decarbonisation, including through the joint industry-Government decarbonisation roadmaps, which considered the wider policy context and technological barriers. The proposed tiering scenarios are indicative and do not represent a confirmed Government position.
