Public Health England’s Rise Above social marketing programme aims to reduce the uptake of risky behaviours, including alcohol consumption, by young people aged 11-16. It teaches them the skills required to make better decisions in ‘risky’ situations to delay and prevent them from engaging in exploratory behaviours.

Talk to FRANK is a web-based information service that explains the effects and risks of excessive alcohol consumption. It also provides a help service via phone, text, live chat and email for people who are concerned about their own or others’ alcohol consumption. Talk to FRANK is an independent Government funded programme.

The Government also commissions the Alcohol and Drug Education and Prevention Information Service to enable schools to understand and implement evidence-based approaches to preventing harmful alcohol use by children and young people.

In the new science curriculum, there are opportunities for young people to be taught about the dangers of drinking: for example, at key stage 2, pupils should be taught to “recognise the impact of diet, exercise, drugs and lifestyle on the way their bodies function”, or in biology at key stage 3, where pupils will learn about “the effects of recreational drugs (including substance misuse) on behaviour, health and life processes”.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/127", "label" : {"_value" : "Biography information for Lord Prior of Brampton"} } , "answeringMemberPrinted" : {"_value" : "Lord Prior of Brampton"} , "dateOfAnswer" : {"_value" : "2016-03-23", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-03-23T16:27:33.81Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health"} , "answeringDeptSortName" : {"_value" : "Health"} , "date" : {"_value" : "2016-03-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Alcoholic Drinks: Misuse"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government, in the light of the UK Chief Medical Officers' alcohol guidelines review, what steps they are taking to educate young people about the dangers of drinking.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3318", "label" : {"_value" : "Biography information for Lord Chadlington"} } , "tablingMemberPrinted" : [{"_value" : "Lord Chadlington"} ], "uin" : "HL6847"} , {"_about" : "http://data.parliament.uk/resources/458814", "AnsweringBody" : [{"_value" : "Department of Health"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/458814/answer", "answerText" : {"_value" : "

On 8 January 2016, the United Kingdom Chief Medical Officers published a new guideline on pregnancy and drinking – that if a woman is pregnant or planning a pregnancy, the safest approach is not to drink alcohol at all, to keep risks to the baby to a minimum. A copy of the guideline is attached. The Department will be working with the Royal College of Midwives and the Royal College of Obstetrics and Gynaecology to ensure that their members are fully informed about the content of the guidelines and are able to explain them to the women they care for and help them make informed decisions. Public Health England (PHE) is also working with professional organisations to enhance the awareness and confidence of midwives and health visitors to educate and inform women about avoiding alcohol while pregnant.

PHE's Start4Life social marketing programme delivers advice and practical guidance to parents and parents to be to help them adopt healthy behaviours and build parenting skills to give their child the best possible start. This includes looking after their own health, and addresses the implications of drinking during pregnancy. Start4Life uses a range of products to inform and influence its audience's behaviour around alcohol consumption including the Information Service for Parents, Start4Life website, and leaflets and posters.

Through voluntary actions by alcohol producers, independent research showed that in 2014 90.7% of bottles and cans carried warning labels about drinking in pregnancy, compared to just 17.6% of products six years before.

The UK Aid Strategy sets out the UK Government’s ambition to be a world leader in implementing the Promise on Leave No One Behind. The promise was launched by the Prime Minister and agreed by other world leaders at the UN General Assembly in September 2015. To deliver our strategy, we will prioritise work that targets the most vulnerable and disadvantaged, the most excluded, those caught in crises, and those most at risk of violence and discrimination. We recognise that achieving our overall goal of leaving no one behind will take time, and require concerted and sustained effort across governments, citizens, civil society and businesses. The UK will work in partnership with others to build and sustain momentum on Leave No One Behind at the High Level Political Forum in July 2016 as well as deliver a global moment each year to review progress and give people that are being left behind, including people with disabilities, a regular chance to have their voices heard.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3790", "label" : {"_value" : "Biography information for Baroness Verma"} } , "answeringMemberPrinted" : {"_value" : "Baroness Verma"} , "dateOfAnswer" : {"_value" : "2016-03-21", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-03-21T15:52:49.79Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "20"} , "answeringDeptShortName" : {"_value" : "International Development"} , "answeringDeptSortName" : {"_value" : "International Development"} , "date" : {"_value" : "2016-03-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Developing Countries: Disability"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government, in the light of the change in reporting on the Department for International Development’s Disability Framework from an annual review to twice every five years, how they intend to maintain momentum around achieving their overall vision of a world where no one is left behind.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2539", "label" : {"_value" : "Biography information for Baroness Northover"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Northover"} ], "uin" : "HL6854"} , {"_about" : "http://data.parliament.uk/resources/458386", "AnsweringBody" : [{"_value" : "Department for Business, Innovation and Skills"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/458386/answer", "answerText" : {"_value" : "

The Department for Business, Innovation and Skills (BIS) has consulted the Devolved Administrations and other users of labour market information on future research priorities. This identified the importance of LMI for All data, and it has been agreed that LMI for All will transfer to BIS later this year.

The UK Commission for Employment and Skills tracks the use of the LMI for All service by such websites and applications. Current users of LMI for All include careers websites such as icould, SACU, RCU and Plotr. We are supporting the sourcing of sustainable steel in our procurement guidance, which have been issued to all UK Government Departments.
