The Ebola outbreak in the Democratic Republic of the Congo (DRC) is the second largest in history and the first in a conflict zone. The response has been hampered by numerous attacks against health workers and health facilities. The UK strongly condemns such attacks, while commending the bravery of all the health workers working tirelessly to end the outbreak. The main reason for this conclusion was that whether a driver is plying for hire in particular circumstances is a matter of fact and degree that a court must consider.
