Our English Tree Strategy will detail our national afforestation initiatives to help address the UK Government\u2019s commitment to net zero emissions by 2050. The consultation for the English Tree Strategy will be launched later this year. The Government provides a range of support to landowners for new woodland creation through Countryside Stewardship, the Woodland Carbon Fund and the HS2 Woodland Fund. These have been available for some time and are open to new applications from farmers and landowners who can meet the criteria for funding.<\/p>

In the Autumn Budget the Government announced an additional £60 million for tree planting initiatives, comprising £10 million to fund urban tree planting and £50 million for a Woodland Carbon Guarantee scheme. This is in addition to the Government\u2019s kick start investment in the Northern Forest, and establishment of the Forestry Investment Zone (FIZ) pilot in northeast Cumbria.<\/p>

There are regulations in place to prevent unauthorised deforestation, primarily the Environmental Impact Assessment (Forestry) (England and Wales) Regulations 1999, as amended. If plans for deforestation are determined to have significant environmental impact and exceed the threshold in the regulations, landowners must gain Forestry Commission consent before any change of land use can take place. If trees are removed without consent then restoration can be ordered. The Government\u2019s manifesto made it clear that we would take early steps to control the export of live farm animals for slaughter once we leave the European Union. We are considering all of the options in the context of our exit from the EU as part of our broader commitment to further strengthen animal welfare.<\/p>

Last year, we launched a Call for Evidence on controlling live exports for slaughter and improving the welfare of all animals during transport. We passed this evidence to the Farm Animal Welfare Committee (FAWC), who recently submitted their advice to Defra and the Devolved Administrations including in relation to live exports. We are considering FAWC\u2019s report and aim to publish it, along with a Government response, in due course. We expect to come forward with proposals for public consultation to improve animal welfare in transport.<\/p>

The requirements for Disclosure and Barring Service (DBS) checks for carers working with elderly and vulnerable people differ for those employed by a registered care provider, and those that are self-employed.<\/p>

- DBS checks are not mandatory for self-employed carers, whether the individual requiring care is eligible for a personal health budget or is self-funding. It is for local authorities to inform individuals who choose to use a self-employed carer that while a DBS check is not mandatory, they may still want to obtain one as part of their overall risk management plan.<\/p>

- All health and social care providers registered with the Care Quality Commission (CQC) are responsible for checking the suitability of their staff. The CQC expects providers to undertake checks at the appropriate level for staff and volunteers who are eligible for them. They should consider the eligibility of everyone employed including contracted staff, temporary staff, bank staff, practitioners working under practising privileges, volunteers, students and learners and contractors. The CQC expects providers of the services it regulates to undertake the appropriate level of DBS check required for the care staff it employs. In all settings, the eligibility for checks and the level of that check depends on the roles and responsibilities of the job.
