The Government remains focused on ensuring our smooth and orderly withdrawal from the EU, with a deal, as soon as possible.<\/p>

Leaving without a withdrawal agreement remains the legal default at the end of the extension period, and as a responsible Government we have been preparing to minimise any disruption in the event of no deal for over two years.<\/p>

In light of the agreed extension to the EU departure date, departments are making pragmatic decisions about the timing and pace at which some of this work is progressing. We continue to prepare for all exit scenarios.<\/p>

Defra has put in place a range of mitigations to minimise any disruption arising from leaving the EU without a deal. This has included creating six new IT systems, ensuring necessary legislation was passed, and setting up a Business Readiness Directorate to support increased levels of stakeholder engagement.<\/p>

We have also taken extensive steps to provide businesses and citizens with advice and guidance aimed at helping to mitigate the potential impacts of no deal. Where necessary, we will continue to update our advice on gov.uk on how people should prepare.<\/p>

The Government of Spain has offered to continue to maintain the existing arrangements for reciprocal healthcare in the event that the United Kingdom leaves the European Union without a deal. This includes access to treatment that becomes necessary during the course of a visit to Spain.<\/p>


This means that in Spain, UK-issued European Health Insurance Cards (EHICs) or the equivalent would continue to be accepted as proof of UK cover in a \u2018no deal\u2019 scenario. The UK EHIC or its equivalent would need to be presented with a valid passport. It is important to note that UK EHICs will be accepted in Spain for 21 months after EU exit.<\/p>


The Government of Portugal\u2019s \u2018no deal\u2019 unilateral offer is only extended to UK nationals. This means that other nationals, including EU citizens, resident in the UK who presently enjoy UK EHIC cover would be fully charged for accessing public healthcare when they visit Portugal. Only UK passports, and not UK EHICs, would be accepted as providing proof of UK cover. The cost of a holiday is determined by tour operators and travel agents. VAT will be just one of the EU Exit factors that businesses will take into account when pricing holidays.<\/p>

In the event of no-deal, the Government has prepared legislation that would mean that sales of holidays to the EU would be free of VAT, as is the case now for holidays to the rest of the world. If Parliament passes the Withdrawal Agreement, there will be no change to the VAT treatment of holidays to the EU during the implementation period.<\/p>
