In the 2017 Spring and Autumn Budgets, the Government committed £3.9 billion in new capital investment for the National Health Service. £2.4 billion of this has been allocated to over 150 sustainability and transformation partnership (STP) schemes to modernise and transform buildings and services across the country. In the Spending Review later this year, the Government will consider proposals from the NHS for a multi-year capital plan to support the health service as outlined in the NHS Long Term Plan.<\/p>

We continue to work closely with participating States \u2013 France, Greece and Italy - to fulfil our commitments under section 67 of the Immigration Act 2016. Over 220 children were transferred to the UK under section 67 when the Calais camp was cleared in late 2016.<\/p>

The UK asked France to refer a further 100 unaccompanied children to the UK for transfer under section 67. Since then we have been making further progress with participating States to refer and transfer more eligible children to move closer to fulfilling the commitment to transfer 480 children.<\/p>

I have regular discussions with the Home Secretary and the Communities Secretary about their budgets, including the impact of any government policy that may affect local authority finances.<\/p>

We need to make sure our immigration system is fair, while also protecting the taxpayer. There are already exemptions to the \u2018no recourse to public funds\u2019 condition for those in genuine need, such as those facing destitution or to protect the welfare of a child. I would expect the relevant departments to raise any issues at the Spending Review, where we can consider how we fund our priorities across government.<\/p>

A Sri Lankan process initiated by the Government of Sri Lanka and supported by all communities offers the best route to achieve accountability for violations and crimes committed, and reconciliation, in Sri Lanka.<\/p>

The United Kingdom co-sponsored the 2014 UN Human Rights Council (UNHRC) Resolution 30/1, which established an investigation into allegations of serious violations and abuses of human rights during Sri Lanka's recent conflict. We welcomed Sri Lanka's co-sponsorship of a new UNHRC Resolution in March 2019, led by the UK, which rolled over Sri Lanka's commitments under Resolution 30/1 on post-civil war reconciliation and accountability. UNHRC Resolution 30/1 welcomed the intention of the Government of Sri Lanka to establish a judicial mechanism to investigate allegations of violations and abuses. It stressed the importance of independent and impartial institutions to ensure the credibility of the mechanism, and highlighted the importance of the participation of international judges, defence lawyers, and authorised prosecutors and investigators. The UK will continue to support and encourage the Government of Sri Lanka to fully implement the UNHRC resolution<\/p>

Our policy makes clear that there is discretion to grant visas outside the Immigration Rules, which caters for extended family members in exceptional circumstances \u2013 including young adult sons or daughters who are dependent on family here and living in dangerous situations.<\/p>

Refugees can also sponsor adult dependent relatives living overseas to join them where, due to age, illness or disability, that person requires long-term personal care that can only be provided by relatives in the UK.<\/p>

The Government believes the best interests of children is reflected in staying with their families, claiming asylum in the first safe country they reach \u2013 that is the fastest route to safety \u2013 and relying on safe and legal routes under the Immigration Rules or through resettlement schemes.<\/p>

Nonetheless, the Government is listening to calls to extend our current family reunion policy and has been following closely the passage of the two Private Members\u2019 Bills. When a family moves house and requests a transfer for their child to a different school near their new address it is classed as an in-year admission. This is managed on a local level by either the local authority, where it coordinates the in-year admissions for schools in their area, or directly by the admission authority of the school.
