Over 1,500 communities, representing over 6 million people, have started the process of neighbourhood planning. The Government wants to support communities that actively seek to meet local housing and other development needs through neighbourhood planning, and our £22.5 million support programme for 2015-18 offers a range of financial and technical support and online resources to support neighbourhood planning. The Queen's Speech to Parliament also set out that the Housing Bill would include measures to speed up the neighbourhood planning process. We will be publishing more details in due course. These reforms will build on the reforms to speed up and simplify the process that took effect in February.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4009", "label" : {"_value" : "Biography information for Sir Brandon Lewis"} } , "answeringMemberConstituency" : {"_value" : "Great Yarmouth"} , "answeringMemberPrinted" : {"_value" : "Brandon Lewis"} , "dateOfAnswer" : {"_value" : "2015-06-17", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-06-17T15:09:38.27Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Communities and Local Government"} , "date" : {"_value" : "2015-06-11", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Neighbourhood Plans"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Communities and Local Government, what steps he is taking to streamline the Neighbourhood Planning process.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4079", "label" : {"_value" : "Biography information for Julian Sturdy"} } , "tablingMemberConstituency" : {"_value" : "York Outer"} , "tablingMemberPrinted" : [{"_value" : "Julian Sturdy"} ], "uin" : "2145"} , {"_about" : "http://data.parliament.uk/resources/349979", "AnsweringBody" : [{"_value" : "Department for Transport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/349979/answer", "answerText" : {"_value" : "

The Environmental Protection Act 1990 and the Noise Act 1996 already provide local authorities with the necessary powers to tackle problem neighbour noise. This legislation allows local authorities to serve notices to stop the noise and prevent it from happening again.

The Government has also introduced more effective anti-social behaviour powers under the Anti-Social Behaviour, Crime and Policing Act 2014. One of the powers is the Community Protection Notice which the police and local authorities can use to tackle behaviour that is having a detrimental effect on the quality of life of the community, is persistent or continuing and is unreasonable. In addition, apart from the statutory guidance, the Government has also published an information note highlighting how the new powers can be used to deal with noisy neighbours.
