Sadly during this pandemic, there has been a rise in domestic abuse incidents. I\u2019m pleased to see there has been a focus across the whole of the UK to support victims of domestic violence.<\/p>

<\/p>

Northern Ireland\u2019s Department of Justice and Department of Health have taken a range of steps, including introducing the Domestic Abuse and Family Proceedings Bill. An action plan for the domestic and sexual abuse strategy has also been published and the domestic violence and abuse campaign \u2018see the signs\u2019 has been relaunched. <\/strong><\/p>

<\/p>

I was pleased to see that on 3 July, the NI Justice Minister and NI Health Minister published a plan for year five of the seven year domestic and sexual abuse strategy and a progress report for 2019/20, taking forward commitments that had been made by the Executive in 2016.<\/p>

<\/p>

Organisations must take reasonable care when making status determinations for the off-payroll working rules. The Government is clear that determinations must be made on a case-by-case basis, although it is acceptable to make a determination for a group of workers where the terms and conditions of contracts and working practices are the same.<\/p>

<\/p>

HMRC\u2019s dedicated education and support team will be delivering an enhanced programme of targeted support ahead of April 2021. This will include working with client organisations to make sure they are able to correctly determine their contractors\u2019 status for tax.<\/p>

<\/p>

The Government has also already ensured that from April 2021 client organisations are required to introduce a client-led status disagreement process where contractors can raise their concerns with their client organisation if they disagree on how they have been categorised.<\/p>

HMRC will also commission independent research into the impacts of the reform six months after it has taken effect, which will look at how status decisions are being made. Government has committed to overseeing discussions between rights holders and platforms as part of the online marketplaces roundtables. Progress has been steady with more time requested by all parties for bilateral discussions as each platform operates differently. Consequently, substantive progress has been made with a Memorandum of Understanding currently in draft phase. In May, the Government announced £2 billion of new funding for cycling and walking. £225 million is being made available to local authorities in 2020-21 via the Emergency Active Travel Fund to invest in new cycling and walking infrastructure, including road closures where appropriate.<\/p>

Local authorities are free to make their own decisions about the streets under their care, provided they take account of the relevant legislation. They are responsible for ensuring that their actions are within the law and are accountable to local people for their decisions and their performance.
