The Government understands the importance of local growth funding to places and people and is committed to creating the UK Shared Prosperity Fund to succeed European structural funds, providing vital investment in local economies, cutting out bureaucracy and\u202flevelling up those parts of the UK whose economies are furthest behind.

Furthermore, the 2019 Conservative Manifesto committed to targeting the UK Shared Prosperity Fund at the UK\u2019s specific needs, at a minimum matching the size of European structural funds in each nation and ensuring that £500 million of the Fund is used to give disadvantaged people the skills they need to make a success of life.

As we approach the transition from the European Social Fund to the UK Shared Prosperity Fund, we will continue to engage with partners, in order to aid policy development. Under the terms of the European Union (Withdrawal Agreement) Act 2020, the UK continues to participate in EU annual budgets under the current Multiannual Financial Framework (2014-2020 MFF). As a result, England and the devolved administrations continue to have access to EU Structural and Investment Funds and spending through these programmes will continue until 2023.

The UK plays an active role in Eastern Europe and across the world in support of LGBT+ rights. We became co-chair of the Equal Rights Coalition (ERC) in June last year, in partnership with Argentina. The UK is working with partners to address instability. I attended international meetings on the Sahel earlier this month and in Mauritania in February. I stressed the importance of improving governance and respecting human rights.<\/p>

As part of our efforts, the UK is deploying 250 peacekeeping troops to Mali and has 3 RAF Chinook helicopters deployed to a Counter Terrorism operation. We are also one of largest humanitarian donors to the Sahel. Between 2015 and 2019, the UK provided humanitarian aid to 2.3 million across the region.<\/p>

The economic implications of COVID-19 will be huge for Africa, possibly worse than the health impact itself. The IMF predict the worst growth rates in Sub Saharan Africa since the 1970s \u2013 a recession for 2020 of -3.2%.<\/p>

We are assessing the merits of safer driving measures for new and novice drivers, including guardian agreements for night time driving, as part of the Department\u2019s £2 million Driver 2020 research project. In England, the Department for Transport is making £225 million available to local authorities this financial year for urgent measures to make it easier for people to walk and cycle for all short journeys, including to school. This in addition to providing £1m for the Walk to School outreach programme delivered by Living Streets. The Department for Education has produced guidance on implementing protective measures in education and childcare settings. This guidance sets out that schools should \u2018ensure parents and young people are aware of recommendations on transport to and from education or childcare settings\u2019 and encourage parents and children and young people \u2018to walk or cycle to their education setting where possible\u2019. Any funding on top of the Department for Transport\u2019s current budgets will have Barnett Consequentials applied in the usual way for Northern Ireland.<\/p>
