The Department is preparing regulations that will enable trials of rental e-scooters to begin. Trials will gather evidence of the safety of e-scooters and the impacts they have on the road. This will inform any future legislation for e-scooters and other micromobility vehicles. The Department recently consulted on proposed rules for e-scooter use that will be contained in the regulations and is working with local authorities to allow trials to begin soon.<\/p>

E-scooter trials will include only rental scooters. This allows trials to take place in a controlled manner while we assess their safety and other impacts. There are a wide range of e-scooters available, built to differing standards. Limiting trials to rental scooters ensures that only approved scooters are used, and that they can meet legal requirements. It will also improve the quality of the evidence we gather, that will inform whether e-scooters should be fully legalised.<\/p>

The shielding programme was put in place to protect clinically extremely vulnerable (CEV) people \u2013 those who have been advised by the NHS not to leave their homes, because they are at a high risk of developing complications from coronavirus (COVID-19) infection. Overall 2.2 million individuals have been identified as needing to shield. Of this group, approximately 350,000 have registered a need for essential supplies making the individual eligible for a priority slot for a supermarket delivery or food boxes, which they may cancel at any time.<\/p>

In total over 2 million food boxes have been successfully delivered to CEV individuals since March. We are continuing to work with supermarkets to increase delivery capacity.<\/p>

Automatic enrolment has achieved a quiet revolution through getting employees into the habit of pension saving, and reversing the decline in workplace pension participation in the decade prior to these reforms. Since automatic enrolment started in 2012 participation rates have been transformed with 87% of eligible employees saving into a workplace pension in 2018, up from 55% in 2012.<\/p>

<\/p>

The Department does not hold data for individual constituencies in relation to opt outs or the number of individuals who have saved above the automatic enrolment minimum contribution level. However, we do know that overall around 9% of automatically enrolled workers have chosen to opt out which is significantly below original estimates; and our latest evaluation report shows that, in April 2017, approximately 5.9 million eligible employees were already meeting the April 2019 minimum contribution rates1<\/sup>.<\/p>

Following those discussions, we intend to publish updated guidance on good collection practices, before considering the scope of further reforms. The Government is clear that imprisonment should only ever be the last resort for non-payment of council tax. Before a magistrates\u2019 court commits someone to prison for failure to pay their council tax, it must inquire as to the debtor\u2019s means, and satisfy itself that failure to pay is due to \u201cwilful refusal or culpable neglect\u201d. The Government is aware of research in relation to the sentience of decapod crustaceans and their ability to feel pain. We are continuing to engage with stakeholders to further refine the Government\u2019s proposals on animal sentience, including which animals are covered by those proposals. The Farm Animal Welfare Committee\u2019s advice on the definition of sentience will be published soon.<\/p>

Fire is a devolved matter and Home Office is responsible only for fire in England.<\/p>

Home Office publishes incident level statistics on dwelling fires in England including cause of fire and ignition power, and on fire-related fatalities in England including cause of fire. From these, the data in the tables below can be extracted. Record level information is published from 2010/11 - although the national Incident Recording System began in April 2009 there are a few minor issues with the 2009/10 records which mean that, while statistics at higher levels are robust, some of the incident level records are not of a sufficient quality to publish.<\/p>
