More than half a million parents have successfully opened a childcare account, and the vast majority of parents use the childcare service without issues. Since Tax-Free Childcare (TFC) was fully rolled out in February 2018, the rate of new complaints received by HMRC in relation to the childcare service has decreased substantially, while the number of users of TFC has more than trebled.<\/p>

<\/p>

However, it is not possible to break down complaints received about the childcare service between TFC and 30 hours free childcare complaints, as many parents receive both TFC and 30 hours free childcare.<\/p>

I refer the honorable member to my answer on 28 November 2018 (193504) https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2018-11-20/193504/<\/a>, which sets out that to 31 October 2018, HMRC received 4,560 complaints from parents who experienced technical issues with the childcare service.<\/p>

From 1 November 2018 to 31 March 2019, HMRC received 943 new complaints from customers in relation to TFC and 30 hours free childcare (known as Tier 1). This includes complaints due to technical issues and customer service issues.<\/p>

From 1 November 2018 to 31 March 2019, HMRC received 205 complaints from customers in relation to TFC and 30 hours free childcare where a customer was dissatisfied with our decision on their initial complaint and they have asked us to look at their concerns again (known as Tier 2).<\/p>

As set out in HMRC\u2019s monthly reports available for the 2018-19 period at: https://www.gov.uk/government/collections/hmrc-monthly-performance-reports#reporting-year-2018-to-2019<\/a>, complaints are not always logged on HMRC\u2019s live system during the month they are received and the numbers can, therefore, be revised upwards for subsequent monthly reports. The current month will be subject to greatest revision. The information to 31 May is therefore not yet available to a robust enough standard.<\/p>

We will publish both the number of schools that were made an offer of support, the number that accepted the support, and the methodology used to determine eligibility for the Opportunity North East\u2019s ONE Vision Schools programme in due course.<\/p>

The ONE Vision programme aims to improve outcomes for young people at key stages 4 and 5 in 30 secondary phase schools. We selected Ofsted Requires Improvement (RI) as the single indicator to identify the long list of secondary phase schools in scope to become a ONE Vision school and, by exception, <\/strong>Ofsted Inadequate schools. We then shortlisted schools using a comprehensive review of their performance data, pupil demographics, Ofsted history and intelligence from local authorities and trusts on which schools were priorities for support. We made an initial offer of support to 32 schools, of which 30 accepted.<\/p>

The support that each ONE Vision school receives will be bespoke to their individual circumstances. It will be determined by an analysis of need comprising an External Review of Governance, undertaken by a National Leader of Governance; a Financial Health Check, undertaken by a School Resource Management Adviser; and a School Development Review, undertaken by a National Leader of Education or other high performing school leader. This analysis will identify the schools\u2019 main priorities for improvement.<\/p>

It is a goal of the ONE Vision programme to build capacity in these 30 schools so that they are able to support other schools in the future. To ensure that the ONE Vision activity does not adversely affect schools that are not participating in the programme, we will continue to speak with local authorities and trusts as part of our monitoring activities to understand what impact ONE Vision is having on the wider community. We will also continue to monitor the performance of all schools across the region.<\/p>

We then shortlisted schools using a comprehensive review of their performance data, pupil demographics, Ofsted history and intelligence from local authorities and trusts on which schools were priorities for support. The support that each ONE Vision school receives will be bespoke to their individual circumstances. It will be determined by an analysis of need comprising an External Review of Governance, undertaken by a National Leader of Governance; a Financial Health Check, undertaken by a School Resource Management Adviser; and a School Development Review, undertaken by a National Leader of Education or other high performing school leader. This analysis will identify the schools\u2019 main priorities for improvement.<\/p>
