The Ministry of Housing, Communities and Local Government, the Ministry of Justice, and the Home Office carried out a joint consultation on the effectiveness of powers for dealing with unauthorised development and encampments.

All government departments have an ongoing responsibility to meet the Public Sector Equalities Duty (PSED) under the Equality Act 2010. As such, when formulating any policy changes following the consultation, ministers must have due regard to the three limbs of the PSED: (1) eliminate discrimination, harassment, victimisation and any other conduct prohibited by the Act, (2) advance equality of opportunity between persons who share a relevant protected characteristic and those who do not, and (3) foster good relations between people who share a protected characteristic and those who do not.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1561", "label" : {"_value" : "Biography information for Mr Nick Hurd"} } , "answeringMemberConstituency" : {"_value" : "Ruislip, Northwood and Pinner"} , "answeringMemberPrinted" : {"_value" : "Mr Nick Hurd"} , "dateOfAnswer" : {"_value" : "2018-12-07", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-12-07T15:10:55.257Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2018-12-07", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Travellers: Caravan Sites"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what steps he is taking to give due consideration to the Public Sector Equality Duty in his response to the consultation on powers for dealing with unauthorised development and encampments, which closed on 15 June 2018.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4120", "label" : {"_value" : "Biography information for Kate Green"} } , "tablingMemberConstituency" : {"_value" : "Stretford and Urmston"} , "tablingMemberPrinted" : [{"_value" : "Kate Green"} ], "uin" : "197400"} , {"_about" : "http://data.parliament.uk/resources/917390", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/917390/answer", "answerText" : {"_value" : "

The Department does not hold centrally the number and location of refuges which are available to women with no recourse to public funds in the UK.

The provision of refuge is a devolved matter. We are carrying out a comprehensive review of how domestic abuse services are delivered locally across England. To inform our review we have commissioned an audit - being run by Ipsos MORI – which will give us a complete picture of domestic abuse provision across England, including services for victims with no recourse to public funds. This will enable us to assess what impact services are having and to identify any gaps in provision. Thereafter we will make decisions on the future arrangements for domestic abuse services.

Of the projects funded through the Ministry of Housing Communities and Local Government 2016-18 £20 million fund for domestic abuse services, 14 committed to use funding they received to support victims of domestic abuse with no recourse to public funds. We also fund the ‘No Women Turned Away Project’ managed by Women’s Aid, which provides support to victims of domestic abuse, including those with no recourse to public funds, who may have been turned away from a refuge.

Government has consulted on what more can be done to protect domestic abuse victims with no recourse to public funds through the Domestic Abuse Bill, which closed on 31 May. We are currently analysing the 3,200 plus responses received and will carefully consider what future courses of action are necessary.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4057", "label" : {"_value" : "Biography information for Nigel Adams"} } , "answeringMemberConstituency" : {"_value" : "Selby and Ainsty"} , "answeringMemberPrinted" : {"_value" : "Nigel Adams"} , "dateOfAnswer" : {"_value" : "2018-06-11", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-06-11T16:18:16Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2018-06-05", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Refuges: Females"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, how many refuges in the UK are available for a woman with no recourse to public funds; and what the locations are of those refuges.", "registeredInterest" : {"_value" : "true", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4120", "label" : {"_value" : "Biography information for Kate Green"} } , "tablingMemberConstituency" : {"_value" : "Stretford and Urmston"} , "tablingMemberPrinted" : [{"_value" : "Kate Green"} ], "uin" : "150104"} , {"_about" : "http://data.parliament.uk/resources/838518", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/838518/answer", "answerText" : {"_value" : "

The Government is committed to providing a strong safety net to those who need it through a well established system of hardship payments and benefit advances.

The UK has a high degree of food security as shown by the 2010 UK Food Security Assessment which analysed the different national and global factors impacting on UK food supply. We have recently commenced a review of the assessment.

Individual European Structural and Investment (ESI) Fund managing authorities (DCLG, DWP and Defra for programmes in England, the Devolved Administrations in the rest of the United Kingdom and HM Government of Gibraltar) have responsibility for signing contracts under ESI Fund programmes. These contracts are signed by managing authorities as part of operational programmes agreed with the European Commission.

EU Structural and Investment projects that were signed before Autumn Statement 2016 will be guaranteed by the Government after the UK leaves the EU. In addition, those signed in the period after Autumn Statement 2016, but before we leave the EU will also be guaranteed by the Government after the UK leaves, where they provide strong value for money and are in line with domestic strategic priorities.

To date, managing authorities in England have signed contracts in place for the following ESI Fund programmes:
