Whilst HMPPS is focused on giving all IPP prisoners opportunities to progress towards release, public protection is our priority. According to management information held by HM Prison and Probation Service (HMPPS), over 1,300 case reviews of prisoners serving a sentence of imprisonment for public protection (IPP) have been completed to date. These are psychology-led reviews designed to help post-tariff IPP prisoners, who have had at least two previous unsuccessful parole reviews and who have never been to open conditions or been released into the community. For this particular cohort, as of August this year, 131 such prisoners have subsequently achieved release, with a further 252 achieving a move to open conditions. More generally, HMPPS have been working to improve the management and progression of IPP prisoners for some time, which is evident in the increasing number of overall releases we have seen in recent years: 576 in 2016 and 616 last year.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4137", "label" : {"_value" : "Biography information for Rory Stewart"} } , "answeringMemberConstituency" : {"_value" : "Penrith and The Border"} , "answeringMemberPrinted" : {"_value" : "Rory Stewart"} , "dateOfAnswer" : {"_value" : "2018-11-19", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-19T17:47:26.92Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2018-11-13", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Prison Sentences"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Justice, what progress he has made on the review of sentences for public protection; and how many cases have been reviewed to date.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/413", "label" : {"_value" : "Biography information for Hilary Benn"} } , "tablingMemberConstituency" : {"_value" : "Leeds Central"} , "tablingMemberPrinted" : [{"_value" : "Hilary Benn"} ], "uin" : "190780"} , {"_about" : "http://data.parliament.uk/resources/1002587", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1002587/answer", "answerText" : {"_value" : "

(a) Information about the volumes and outcomes of appeals to the First-tier Tribunal (Social Security and Child Support) (SSCS) including (a) Personal Independence Payment (PIP) is published at: www.gov.uk/government/collections/tribunals-statistics

HM Courts & Tribunals Service (HMCTS) does not record data based on constituencies. SSCS appeals are listed into the hearing venue nearest to the appellant’s home address. The published Tribunals Statistics CSV files provide information about the outcomes of PIP appeals for individual hearing venues including Leeds, where appeals from constituents living in the Leeds area would be heard.

(b) This information is not held centrally. The Tribunal hears appeals generally against decisions on entitlement to benefit, or its rate of payment. Some Employment and Support Allowance (ESA) decisions may feature an element of assessment against work capability criteria, while other ESA decisions may not. HMCTS does not, therefore, hold the information requested.

Latest figures indicate that since PIP was introduced, 3.5 million decisions have been made up to June 2018, and of these 9% have been appealed and 4% have been overturned at Tribunals. Employers already need to carry out right to work checks on EU citizens, as they do with all prospective employees to prevent illegal working. The statutory code of practice and published guidance for employers are clear that EU citizens can evidence their right to work by showing a passport or national identity card, and employers should continue to refer to these documents.

EU nationals may also use Home Office residence documentation as evidence of their right to work, but they are not currently required to do so. These budgets have been approved by the Digital Delivery Board as part of the digital transformation portfolio of national programmes and live services that support our vision for using the best digital technology to support the health and social care system. Figures may change in-year or for future years to reflect delivery priorities across the portfolio, subject to agreement by the Digital Delivery Board.

Funding for 2021/22 will be confirmed through the NHS Long Term Plan and the next Spending Review.

The figures in the table do not include those programmes in the wider digital transformation portfolio that are not funded from NHS Digital’s budget. These include the £412 million for sustainability and transformation partnerships to improve provider digitisation and the £200 million announced for the next round of global digital exemplars.
