The quoted £45 million funding figure includes both revenue and capital funding elements: £30 million and £15 million respectively.

NHS England made available up to £30 million of transformation funding over three years, with national funding conditional on match-funding from local commissioners. This funding was intended to support local areas with transitional costs associated with moving to a new community-based care model.

The ‘Building the right support’ plan also committed NHS England to investing £15 million in capital schemes. Following the subsequent 2015 Spending Review, the transformation capital grants were increased to up to £20 million per year to be made available for the subsequent five years for investing in learning disability and autism capital projects.

Under the Care Act 2014 local authorities have a statutory duty to assess the care and support needs of an adult where it appears they have a need for support. This includes providing support in the community to people with learning disabilities and autism. In 2017/18, the total number of working age adults receiving long term social care support was 253,810. Of these around 45% have a primary reason for support given as learning disability. We have given local authorities access to up to £9.4 billion more dedicated funding for social care over the three years from 2017/18, including the Local Government Finance settlement announcement of a further £150 million for social care. This is supplemented by National Health Service expenditure for example on the development of community support for people with learning disability and autism which has supported a net reduction of around 19% in the number of people with learning disabilities and/or autism who were inpatients in mental health hospitals from a March 2015 baseline of 2,880.

Progress in delivering Building the Right Support is monitored through the Assuring Transformation Dataset with published monthly reports setting out the number of inpatients and the number who have left hospital to live in the community.

As set out in ‘Building the Right Support’, any funding released by the transfer of patients from inpatient to community-based or other models of care will be reinvested in those better alternatives to hospital.

In 2018/19, NHS England’s specialised commissioning function has transferred £53 million of funds, previously allocated to secure in-patient care, to Transforming Care Partnerships (TCPs) so that they can support new individual support packages for the patients discharged, or invest in new community services.

NHS England does not collect data on clinical commissioning group (CCG) funding which has been reinvested into community-based care.

TCPs continue to develop their funding arrangements between their constituent CCGs and local authorities, and NHS England is currently collecting data on these arrangements. This information will help in assessing how much NHS funding is planned to be transferred to local authorities via pooled budgets and/or funding transfers under section 256 of the NHS Act 2006 so that the shared ambition of the Transforming Care programme can be realised.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4008", "label" : {"_value" : "Biography information for Dame Caroline Dinenage"} } , "answeringMemberConstituency" : {"_value" : "Gosport"} , "answeringMemberPrinted" : {"_value" : "Caroline Dinenage"} , "dateOfAnswer" : {"_value" : "2018-11-21", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-21T14:45:17.877Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2018-11-13", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Learning Disability: Community Care"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, with reference to the October 2015 Government document Building the Right Support: A national implementation plan to develop community services and close inpatient facilities, how much money has accrued to the public purse from changes in the number of beds for people with learning disabilities and autism; and what proportion of that amount has been reallocated to local authorities.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4036", "label" : {"_value" : "Biography information for Luciana Berger"} } , "tablingMemberConstituency" : {"_value" : "Liverpool, Wavertree"} , "tablingMemberPrinted" : [{"_value" : "Luciana Berger"} ], "uin" : "190870"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&min-ddpCreated=2018-11-13T19%3A47%3A03.153Z&max-date=2018-11-13", "page" : 0, "startIndex" : 1, "totalResults" : 116, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
