Mefloquine is effective in the prevention and treatment of malaria and is licensed for use by the Medicines and Healthcare products Regulatory Agency, which regulates medication in the UK. Bodies such as the Advisory Committee on Malaria Prevention, the World Health Organization and the United States Centers for Disease Control and Prevention continue to include mefloquine as an option for malaria chemoprophylaxis.<\/p>
<\/p>
The current product information for mefloquine states that neuropsychiatric adverse reactions may occur during treatment and includes warnings and precautions to minimise these risks. It also states that such adverse reactions may persist for months, or longer, even after discontinuation of the drug. It has not been established, however, that such adverse reactions may be permanent.<\/p>

The British Government has received a number of recent representations on these issues from Parliament and members of the public and is responding in writing.<\/p>
We condemn in the strongest possible terms the atrocities committed by Daesh against all civilians, including Christians, Mandeans, Yazidis, and other minorities, as well as the majority Muslim population who continue to bear the brunt of Daesh\u2019s brutality. The UK has led efforts within the UN to tackle and condemn Daesh and on the protection of civilians more widely. For example, we co-sponsored the UN Human Rights Council Resolution mandating the UN to investigate and report on Daesh abuses.<\/p>
It is a long-standing Government policy that any judgements on whether genocide has occurred are a matter for the international judicial system rather than governments or other non-judicial bodies.<\/p>
Ultimately, the only way to protect Christians, Yazidis and other minorities in the region from Daesh is by defeating this terrible organisation, which in turn requires, amongst other things, ending the conflict in Syria. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), set out the UK\u2019s comprehensive strategy for defeating Daesh and finding a political settlement to the Syria conflict in his response to the Foreign Affairs Committee on 26 November 2015.<\/p>
The joint Office of the United Nations Special Adviser on the Prevention of Genocide and the Special Adviser on the Responsibility to Protect (the Office) are engaged with these issues and publish much of their activity online, including statements in relation to the situation of Christians and other minorities in Syria and Iraq. Our officials maintain regular contact with officials from the Office to discuss issues related to the prevention of genocide and mass atrocities. As you will be aware, the Balance of Competences Review concluded in December. It was the most comprehensive analysis of the UK\u2019s relationship with the EU ever undertaken. The Review involved a large number of Departments across Whitehall to produce the 32 reports. The Review was based on the evidence and views received through widespread consultation with interested parties from across society. Across the whole review, departments received close to 2,300 evidence submissions. Departments held over 250 events, attended by around 2,100 stakeholders.<\/p>
It was important that what is an unprecedented examination of EU membership was done with appropriate time and care. But the government is also very conscious of the need to ensure value for money in everything that it does.<\/p>
The Department of Energy and Climate Change (DECC) was involved with two reports over the period 2012 - 2014: (1) the Environment and Climate Change Report and (2) the Energy Report. The Environment and Climate Change report was produced jointly with the Department of Environment, Food and Rural Affairs and the costs of that report were shared between the two departments.<\/p>
<\/p>
The Balance of Competence Review Team in DECC was staffed by the equivalent of:<\/p>
· One Grade 6 (salary range £58 427 - £69 697) , dedicating approximately 30% of their time to the Review<\/p>
<\/p>
· Two Grade 7s (£48 408 - £57 735), dedicating approximately 50% and 80% of their time to the Review and<\/p>
<\/p>
· Two HEOs (£30 149 - £35 117), dedicating approximately 40% and 70% of their time to the Review.<\/p>
All other work on the Review was allocated, according to need, to existing staff within the Department. Providing a full breakdown of staff time and costs would exceed the disproportionate cost threshold.<\/p>
The Department of Energy and Climate Change paid £6 507.05 for printing and publication of the two reports.<\/p>
Engagement events for the two reports were held in several locations, including Aberdeen, Belfast, Brussels, Cardiff, Glasgow and London. Where possible these were held in Government buildings; some refreshments were provided. The total cost of events and refreshments to DECC was £458.40. To run these engagement events some travel by staff was necessary. However to provide a full breakdown of staff time and costs would exceed the disproportionate cost threshold.<\/p>
Across the whole of the Balance of Competences Review witness expenses amounted to approximately £2 255.00.<\/p>
No specific publicity costs were incurred.<\/p>
