The Government responded with a funding settlement that is increasing total investment in the police system by over £460m in 2018/19, including increases in Council Tax precept income.<\/p>

We are doing substantial work with the police to better understand future police demand, what capabilities the police need to respond, and how efficiency and productivity can help improve services to the public. This programme of work includes analysis by policing of the first round of force management statements. The Chancellor of the Exchequer announced an additional £160m funding for counter-terrorism policing in 2019-20 in the Budget statement on 29th<\/sup> October 2018 (Hansard Vol. 648, Column 657). This takes counter-terrorism police funding for next year to over £800m. The entirety of this £160m additional funding is new money not previously announced or agreed.<\/p>

The effect of this additional investment will be that counter-terrorism police budgets increase by £59m, from £757m in 2018-19 to £816m in 2019-20.<\/p>

The National Police Chiefs\u2019 Council has established the vulnerability knowledge and practice programme (formerly vulnerability coordination centre) to improve police practice in recognition of the critical role of police in protecting vulnerable people. Four staff and two officers are employed on the programme.<\/p>


Ministers have awarded £2.5million from the Police Transformation Fund over two years (2018/19 \u2013 2019/20) to the College of Policing to improve the evaluation of promising practice in policing. Local police forces and fire and rescue services collect relevant data on vulnerable people. This information is not held centrally.<\/p>

The Home Office collects data on crimes recorded by the police. Many of these, for example child sex offences, domestic abuse, modern slavery, are against vulnerable people. This data is available at police force area level as a minimum, and therefore as part of Home Office analysis, can be mapped<\/p>

As part of their approach to inspecting and monitoring the performance of police forces (across England and Wales) and fire & rescue services (England only) Her Majesty's Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) do collect and use data relating to vulnerable people. The data collected covers the whole force or service area (normally recorded as a count or volume of instances), and as such is not suitable to be used for the purpose of mapping vulnerable people. HMICFRS cannot identify individuals involved or their specific location from this data.<\/p>

HMICFRS hold some further information on incidents flagged by police forces which involve domestic abuse and mental health elements from 23 forces who are participating in a pilot exercise. This data is recorded at a defined geographical area, which is more localised than force level but is not comprehensive (either geographically or for vulnerability) and will not be used for mapping vulnerable people.<\/p>

In 2017 £7.5m was awarded to the College of Policing from the Police Transformation Fund to pilot, and if successful, fund a national welfare service.<\/p>
