In my answer to Question 165655 I reiterated the commitment to delivering up to 10,000 modern, safe and decent prison places previously announced by this Government. The Prison Estate Transformation Programme is largely designed to replace existing capacity, although we anticipate it will also increase current capacity. Our objective remains to close the least fit for purpose prison accommodation while ensuring we continue to meet demand.

Prison population and capacity are kept under careful review to ensure that there is always sufficient capacity. Any decisions on the future size of the prison estate will reflect the current and projected prison population, including an assessment of the necessary margin to manage population fluctuations.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4137", "label" : {"_value" : "Biography information for Rory Stewart"} } , "answeringMemberConstituency" : {"_value" : "Penrith and The Border"} , "answeringMemberPrinted" : {"_value" : "Rory Stewart"} , "dateOfAnswer" : {"_value" : "2018-09-04", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-09-04T16:00:42.313Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2018-07-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Prisons"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Justice, pursuant to the Answer of 23 July 2018 to Question 165655, on prisons, whether the 10,000 additional places will (a) add to current capacity, (b) replace some existing capacity or (c) achieve a combination of replacing existing capacity and increasing current capacity.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4493", "label" : {"_value" : "Biography information for Richard Burgon"} } , "tablingMemberConstituency" : {"_value" : "Leeds East"} , "tablingMemberPrinted" : [{"_value" : "Richard Burgon"} ], "uin" : "167333"} , {"_about" : "http://data.parliament.uk/resources/944703", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/944703/answer", "answerText" : {"_value" : "

As set out in the 2016 Prison Safety & Reform White Paper and 2017 manifesto, we remain committed to building up to 10,000 modern and decent prison places to replace old, expensive and unsuitable accommodation. The attched table sets out the number of outstanding reactive and planned maintenance tasks, as recorded in the HMPPS facilities management database, at each prison in England and Wales as well as the total number on 1 January in each year from 2010 until 2017. For 2018 I refer the Hon Member to the answer I gave to the Rt Hon Member for Delyn in response to his Question 157660.

This information is subject to the inaccuracies inherent in any large-scale recording system. In particular, these figures are likely to over-estimate the number of open maintenance tasks as a result of delays in closing tasks down on the system after work is complete or an action is superseded by a subsequent task.
