We take hate crime in all its forms very seriously: the United Kingdom has some of the strongest hate crime legislation in the world. The statistical breakdowns provided by Tell MAMA give an invaluable insight into the extent and nature of the deplorable abuse which Muslim citizens are subjected to on account of their belief or appearance. It is notable that most reported offline incidents of anti-Muslim hatred involve male perpetrators and that the majority of victims of offline incidents are women, most of whom are visibly Muslim. The Government has committed funding of £100 million to counter violence against women and girls with prosecutions and convictions for such offences rising 63 per cent since 2007-08.<\/p>

This Government has done more than any other to tackle anti-Muslim hatred. We set up the first ever cross-government working group on anti-Muslim hatred. We have funded Tell MAMA, the first service to record incidents, support victims and raise community awareness of how to report anti-Muslim hate incidents. We are also disaggregating religious hate crime data held by the police to reveal the true scale and nature of the problem. Funding has been made available for the security of mosques and other faith establishments.<\/p>

Most of our prison estate is uncrowded. However we recognise crowding is an issue and in 2016-17 the average percentage of prisoners in crowded accommodation was 24.5%.<\/p>

Our reforms will see us close down and redevelop ageing prisons and deliver high-quality, modern establishments fit for today's demands. Our new prison estate will have up to 10,000 modern prison places that create the physical conditions for Governors to achieve better educational, training and rehabilitation outcomes.<\/p>

The East Coast franchise was awarded to Virgin Trains East Coast following a fair and open competition and has already delivered significant passenger benefits. The Operator has met its obligations to date to provide premium payments to HM Government as contracted. The contract includes an enhanced East Coast timetable from May 2020 - reflecting the anticipated Network Rail enhancements to the line - and a process for revising premium payments from that date if the Operator, despite its best efforts, is unsuccessful in obtaining all the rights it needs. The exact adjustments to the premium depend on the extent of the enhanced services which the Operator is able to run from May 2020.<\/p>

From 2020 we intend to let the East Coast Partnership as one of the first of a new generation of integrated regional rail operations. This will be subject to a competitive process, and will include appropriate contributions paid from the private partner to the government. At the time the Virgin Trains East Coast franchise was awarded NR were developing a package of enhancements to the route that sought to enable the Intercity Express Programme fleet to operate, increase the frequency of trains and reduce journey times for passengers. The infrastructure enhancements on East Coast Main Line were announced by Network Rail in their published Enhancement Delivery Plan, which is regulated by the Office and Rail and Road (ORR).<\/p>
