We are implementing the Homelessness Reduction Act, which commences in April 2018. The Act significantly reforms England\u2019s homelessness legislation, ensuring that more people get the help they need earlier to prevent them from becoming homeless in the first place.<\/p>

The law is clear that households with dependent children should only be accommodated in B&B in an emergency and then for no longer than 6 weeks.<\/p>

Our new Homelessness Advice and Support Team, drawn from local authorities and the homelessness sector, are providing targeted challenge and support to help Councils improve their practice and performance \u2013 including the use of B&B accommodation for families.<\/p>

The Government remains committed to combating homelessness and rough sleeping. To achieve this, we have set up a Rough Sleeping and Homelessness Reduction Taskforce that will focus on prevention and affordable housing. We have allocated over £1 billion over the course of the spending review to tackle and reduce homelessness. This includes £315 million Homelessness Prevention funding and a Flexible Homelessness Support Grant which local authorities can use more strategically to prevent homelessness from happening in the first place. Accommodation providers are required to provide safe, habitable, fit for purpose and correctly equipped accommodation that complies with the Decent Homes Standard in addition to standards outlined in relevant national or local housing legislation.<\/p>

The contract requires Providers to visit and inspect each property every month and UKVI inspects a significant proportion of properties each year to ensure standards are being met. During inspections they ensure that the accommodation is safe. There are trained staff on site in initial accommodation to protect the safety and welfare of all service users.<\/p>

Communal area of initial accommodation sites are cleaned regularly by service provider staff. It is the responsibility of the service user to ensure that their bedrooms and kitchens are kept clean.<\/p>

The numbers presented in the table do not include services provided, for example, under Family Support Services, where it is unknown as to whether children have been referred to children\u2019s social care.<\/p>

Local authorities increased spending on children and young people\u2019s services to around £9.2 billion in 2016-17. The government provides funding annually for children\u2019s services through the general, \u2018Local Government Finance Settlement\u2019 approved by Parliament. Children\u2019s services funding is not ring-fenced within the wider settlement.<\/p>

The Local Government Association\u2019s analysis is based on changes to elements of local government funding that can be spent on children\u2019s services (including core council tax, locally retained business rates, the Revenue Support Grant and the Education Services Grant). It also includes a potential increase in demand for services arising from population trends and inflation.<\/p>

The government recognises the role that councils play in providing services such as children\u2019s social care. Local authorities in England will have access to more than
£200 billion to deliver these services between 2015/16 and 2019/20. This year\u2019s finance settlement for local government will see a real term increase in resources available to councils, from £44.3 billion in 2017/18 to £45.6 billion in 2019/20. Local authorities will have two years of real term increases in resources.<\/p>

To help the children\u2019s social care sector innovate and re-design service delivery to achieve higher quality and better value for money, the department has invested almost £250 million since 2014 in our \u2018Innovation Programme\u2019 and \u2018Partners in Practice Programme\u2019. As part of this, the department has committed £20 million to provide additional support to local authorities where the risk of service failure is highest.<\/p>
