Fly-tipping is unacceptable whether it occurs on public or private land. Not only does it blight the areas in which it occurs but may also pose a risk to the environment and human health.<\/ins><\/p>

In May 2016 we gave local councils the power to issue fixed penalty notices of up to £400 for small-scale fly-tipping as an alternative to more costly prosecutions. The Joint Terrorism Analysis Centre produces regular detailed assessments of the international terrorist threat to both the UK and its interests abroad, which inform the UK\u2019s threat levels. Information on the UK\u2019s threat levels is available online.<\/p>

More generally, the Government assesses the most significant risks facing the UK over the next five years, including terrorism, through the National Risk Assessment (NRA). The National Risk Register of Civil Emergencies, the public version of the NRA (copy attached), is available online and has been placed in the House of Lords Library. This in turn helps Government and emergency responders to prepare for and respond to potential incidents.<\/p>

In order to assess the risk of a terrorist attack, Government works with the intelligence community to gather information about the intent and capability of potential adversaries. The Belfast Agreement commits the Irish Government to ensuring an equivalent level of protection for human rights in Ireland to that established in Northern Ireland by the Agreement.<\/p>

As a result of this commitment, the Irish Government established the Irish Human Rights Commission, which in November 2014 merged with the Equality Authority to form the Irish Human Rights and Equality Commission. The Irish Human Rights and Equality Commission, like the Northern Ireland Human Rights Commission, is a UN \u2018A status\u2019 accredited National Human Rights Institution, structured and operated in accordance with the Paris Principles.<\/p>
