The Government is committed to increasing compliance with minimum wage legislation and the effective enforcement of it. Everyone who is entitled to the minimum wage should receive it.<\/p>

<\/p>

The Government has collaborated with care sector representative bodies to improve understanding of compliance risks and design controls within payroll systems that prevent workers being underpaid the minimum wage, in order to improve compliance.<\/p>

<\/p>

Guidance on Gov.uk has been updated to make it as clear as possible that travel time and rest breaks between assignments must be paid at least the national minimum wage (NMW).<\/p>

<\/p>

In addition, the Government will continue to work with the sector to ensure that understanding improves. This will include the Department of Health\u2019s statutory guidance as part of the overall guidance on market shaping and commissioning the final version of which will be published in Autumn 2014.<\/p>

<\/p>

We have considered the National Audit Office report and note that their estimates come from a self-reported survey of care workers. Examination of surveys of individuals (such as the Labour Force Survey) find that some people tend to report longer working hours and a lower hourly rate compared to those reported by employers who pay the minimum wage.<\/p>

<\/p>

The current best estimate of non-compliance is derived from the Annual Survey of Hours and Earnings (ASHE)[1]. The Low Pay Commission[2] published the proportion of jobs held by those aged 22 and over, paid below the NMW by sector. Figures show that non-compliance is relatively low in social care (0.8%) compared with other sectors. This is generally in line with non-compliance in the whole economy.<\/p>

<\/p>

<\/p>

This estimate, as well as all estimates of non-compliance, has some limitations. However, there are no reasons to suppose that these limitations affect the social care sector more or less than the economy<\/ins> as a whole.<\/ins><\/p>

Energy suppliers provide direct bill support for low income households through the Government\u2019s Warm Home Discount scheme. As the original impact assessment for the scheme made clear, the scheme grew in part out of a concern about affordability of energy bills and accessibility of appropriate tariffs for those on low incomes. The scheme is now hugely successful.<\/del> This year the<\/del> The <\/ins>Warm Homes<\/ins> Discount will increase to<\/ins> give eligible low-income bill payers £140 money off their energy bills, helping over 2 million people including 1.4 million of Britain\u2019s most vulnerable pensioners.<\/p>

Prior to April 2013, granting funding for the refurbishment and replacement of general practitioner premises was the responsibility of primary care trusts (PCTs). Information pertaining to this period is not held centrally and could only be obtained at disproportionate cost.<\/p>

Responsibility for funding general practice premises development has now been transferred to NHS England.<\/p>

Between 1 April 2013 and 1 April 2014, more than 100 business cases for premises development were approved by NHS England. NHS England will be publishing <\/ins>has now published<\/del> Principles of Good Practice later in the autumn. The Department set up Health Education England (HEE) to deliver a better health and healthcare workforce for England. HEE is responsible for ensuring a secure workforce supply for the future balancing need against demand, taking into account factors such as the age profile of the existing workforce, the impact of technology, and new drugs.<\/p>

<\/p>

The Department has recognised the need to increase the general practitioner (GP) workforce and between September 2010 and September 2013, the number of full time equivalent GPs has risen by 1,051. Additionally, the Department has included in the HEE mandate a requirement that \u201cHEE will ensure that 50% of trainees completing foundation level training enter GP training programmes by 2016\u201d.<\/p>

<\/p>

Further work is being undertaken by HEE to improve applications and fill rate in to GP training to support the mandate target of 3,250 appointments into GP training by 2016 in England. This includes a review of the GP recruitment process, developing a pre-GP year to give exposure to prospective GP applicants of the specialty and careers advice for foundation doctors and medical students.<\/p>

<\/p>

In recognition of the contribution the GP workforce makes in the NHS, HEE will also undertake additional work on GP recruitment and retention, return to practice and reducing attrition rates, all of which will play a part in increasing the GP workforce.<\/p>

Keeping the public safe is our priority. That is why this Government has taken action on both releases on temporary licence (ROTL) and absconds from prison.<\/p>

We commissioned a fundamental review of ROTL policy and practice last year and, in March, announced a package of measures to ensure that the public was properly protected. We have brought forward some of those measures so that they take effect immediately; particularly with more serious offenders, where the review concluded that an enhanced risk assessment approach should be taken.<\/p>

Absconds have reached record lows under this Government but each incident is taken seriously. Immediate changes have already been ordered to tighten up the system as a matter of urgency. Prisoners will no longer be transferred to open conditions or allowed out on temporary release if they have previously absconded.<\/p>
