The Government is committed to increasing compliance with minimum wage legislation and the effective enforcement of it. Everyone who is entitled to the minimum wage should receive it.<\/p>

<\/p>

The Government has collaborated with care sector representative bodies to improve understanding of compliance risks and design controls within payroll systems that prevent workers being underpaid the minimum wage, in order to improve compliance.<\/p>

<\/p>

Guidance on Gov.uk has been updated to make it as clear as possible that travel time and rest breaks between assignments must be paid at least the national minimum wage (NMW).<\/p>

<\/p>

In addition, the Government will continue to work with the sector to ensure that understanding improves. This will include the Department of Health\u2019s statutory guidance as part of the overall guidance on market shaping and commissioning the final version of which will be published in Autumn 2014.<\/p>

<\/p>

We have considered the National Audit Office report and note that their estimates come from a self-reported survey of care workers. Examination of surveys of individuals (such as the Labour Force Survey) find that some people tend to report longer working hours and a lower hourly rate compared to those reported by employers who pay the minimum wage.<\/p>

<\/p>

The current best estimate of non-compliance is derived from the Annual Survey of Hours and Earnings (ASHE)[1]. The Low Pay Commission[2] published the proportion of jobs held by those aged 22 and over, paid below the NMW by sector. Figures show that non-compliance is relatively low in social care (0.8%) compared with other sectors. This is generally in line with non-compliance in the whole economy.<\/p>

<\/p>

<\/p>

This estimate, as well as all estimates of non-compliance, has some limitations. However, there are no reasons to suppose that these limitations affect the social care sector more or less than the economy<\/ins> as a whole.<\/ins><\/p>

Energy suppliers provide direct bill support for low income households through the Government\u2019s Warm Home Discount scheme. As the original impact assessment for the scheme made clear, the scheme grew in part out of a concern about affordability of energy bills and accessibility of appropriate tariffs for those on low incomes. The scheme is now hugely successful.<\/del> This year the<\/del> The <\/ins>Warm Homes<\/ins> Discount will increase to<\/ins> give eligible low-income bill payers £140 money off their energy bills, helping over 2 million people including 1.4 million of Britain\u2019s most vulnerable pensioners.<\/p>

There has been consideration of the role of differentiated tariffs as part of the Hills Review of Fuel Poverty, and in the development of Fuel Poverty: Framework for future action and Cutting the cost of keeping warm, the consultation to prepare for a new fuel poverty strategy.<\/p>

This issue has yet to be discussed in detail within the framework of the Transatlantic Trade and Investment Partnership (TTIP) negotiations. The Government will consider its negotiation position based on a range of factors including the environmental impact and public health benefit of such anti-microbial treatments that can reduce potential for foodborne illness.<\/del><\/p>

The potential route of HS3 to introduce improved rail links in the North has not been decided. The plans are at an early stage. The Government has asked Sir David Higgins to produce a Plan for bringing the benefits of high speed rail to the north more quickly, as well as initial proposals for faster east-west connections \u2013 including options on route, timescales and cost, and to deliver this in the Autumn. This will start the process by which we can have a proper debate about the future of rail connectivity in the North.<\/p>

The Department for Education believes that improving the quality of teaching in literacy and numeracy is crucial to building the foundation for future study and work. The Government has revised the national curriculum and set more rigorous and challenging content in English and mathematics to match the highest performing countries around the world. The new programmes of study for English and maths will challenge pupils to realise their potential in an increasingly competitive global market.<\/p>

The new maths GCSE will have more content, be more challenging and \u2013 alongside English - will be double weighted in school performance tables. The Department has recently allocated £11 million to fund over<\/del> 32 new maths hubs to support a more challenging maths GCSE to improve the quality of maths education. This initiative, which includes a teacher exchange programme with Shanghai, will enable every school and college in England, from early years to the post-16 sector, to access locally-tailored support in all areas of maths teaching and learning.<\/p>

The new national curriculum for English places a greater emphasis on reading and requires pupils to study a range of books, poems and plays.<\/p>

The national curriculum for English will give teachers greater flexibility and freedom which will help to raise standards and expectations for all pupils. It has been significantly slimmed down and will free up teachers to use their professional judgement to design curricula that meet the needs of their pupils.<\/p>

The new English language GCSE will place greater demands on pupils and has more emphasis on those skills demanded by employers. The number of offenders (including young people) cautioned, for offences of rape, sexual assault, robbery and burglary, by months in England and Wales from 2010 to 2013 (latest available) can be viewed in the table. There were no cautions administered for murder.<\/p>

Simple cautions (previously police cautions) are a non-statutory disposal available to the police to dispose of any offence committed by an adult and designed for dealing with low level, mainly first time offending. The Government does not believe that cautions are appropriate for serious offences. We issued new guidelines on 14 November 2014 following a detailed review of how cautions were being used by police forces, and are strengthening the law to prevent cautions being used for serious offences.<\/del><\/p>

<\/p>

The Ministry of Justice issues guidance on the process to be followed by the police and the CPS when they are administering simple cautions for adult offenders. This guidance states that the use of a simple caution for indictable only offences, such as rape, should only be given following authorisation by the CPS. These will be cases where there were exceptional circumstances which would mean that it was not in the public interest to prosecute.<\/p>

<\/p>

The overall number of simple cautions issued has halved since 2007. The cautioning rate, that is, the number of offenders cautioned as a percentage of offenders who were either cautioned or convicted, in 2013 was 20 per cent; this has declined from a peak of 31 per cent in 2007.<\/p>

The Government is clear that serious offences should always be brought to court and to ensure that there is increased public confidence in the justice system last year announced limits on the use of simple cautions. These changes restrict the use of cautions for indictable only offences and certain serious either way offences unless there are exceptional circumstances and a senior police officer, as well as the CPS for certain cases, has agreed that a caution should be administered.<\/p>

The MOJ guidance on Adult Simple Cautions was amended in November last year to reflect these changes, and we are currently legislating in the Criminal Justice and Courts Bill to place statutory restrictions around their use.<\/p>

Prior to April 2013, granting funding for the refurbishment and replacement of general practitioner premises was the responsibility of primary care trusts (PCTs). Information pertaining to this period is not held centrally and could only be obtained at disproportionate cost.<\/p>

Responsibility for funding general practice premises development has now been transferred to NHS England.<\/p>

Between 1 April 2013 and 1 April 2014, more than 100 business cases for premises development were approved by NHS England.
