The UK strongly condemns the violence faced by religious minorities in Pakistan. Protecting Freedom of Religion or Belief (FoRB), including for minority communities, remains a priority for the UK Government's human rights engagement in Pakistan. The Foreign Secretary raised the persecution of religious communities with Pakistan's Prime Minister, Anwaral Haq Kakar on 25 September. On 21 August, Lord (Tariq) Ahmad of Wimbledon, Minister for South Asia, wrote to Pakistan's caretaker Foreign Minister Jalil Abbas Jilani, urging the Government to ensure the safety of the Christian community following recent attacks in Jaranwala. HM Treasury regularly monitors the consumer credit market as part of its normal process of policy development.<\/p>

<\/p>

Buy-Now Pay-Later (BNPL) is an interest-free product which gives consumers a time-limited means of spreading payments for their purchases. When used responsibly and provided affordably it can be a helpful way for consumers to manage their finances and make purchases.<\/p>

<\/p>

Many consumers are attracted to BNPL because of its interest-free nature, which the Government considers makes it inherently lower risk than most other types of credit. The FCA\u2019s most recent Financial Lives survey found that 46% of people of who had used BNPL in the past 12 months used it because it was interest-free.<\/p>

<\/p>

As such, BNPL represents a popular alternative to traditional, interest-bearing forms of credit like credit cards and personal loans. For some financially vulnerable consumers it may also provide an alternative to high-cost and illegal lending. According to the FCA\u2019s most recent Financial Lives survey, nearly 9 million adults in the UK have used BNPL in the past 12 months, and the average user had £160 outstanding across their BNPL purchases.<\/p>

The Government is technology neutral on the technology best suited to decarbonise UK\u2019s road freight, but understands that recharging and refuelling infrastructure is key to a successful transition.<\/p>

The Government was grateful to the Office of Tax Simplification (OTS) for their suggestions for how the individual\u2019s experience of Child Benefit and the High Income Child Benefit Charge (HICBC) could be improved.<\/p>

<\/p>

The OTS acknowledged that HM Revenue and Customs (HMRC) has made progress following their \u2018Simplifying everyday tax for smaller businesses\u2019 and the \u2018Life events review: simplifying tax for individuals\u2019 reports from 2019. This has included improving the Child Benefit form to ensure that it is clear that the form should be completed, even where the parents may wish to opt out of getting Child Benefit payments. HMRC has also undertaken customer research to explore Child Benefit claimants\u2019 understanding of HICBC, benefits of claiming and the reasons why some do not make a claim.<\/p>

<\/p>

HMRC has taken considerable steps to raise awareness of the HICBC. It currently shares information via social media, through third parties such as websites aimed at parents or families, and on GOV.UK. HMRC writes to around 70,000 customers each year to remind them what they need to do to pay the HICBC.<\/p>

<\/p>

HMRC are also delivering on the Government\u2019s commitment, made in July 2023, to enable employed individuals to pay the HICBC through their tax code, removing the need to register for Self Assessment. This will make the process of paying the charge simpler for individuals who become liable to the charge, reaffirming the Government\u2019s commitment to a simpler and fairer tax system. The Government will provide further detail in due course.<\/p>

<\/p>

In addition, the Government recognises concerns that some eligible parents who have not claimed Child Benefit could miss out on their future entitlement to a full State Pension. This is why at Tax Administration and Maintenance Day on 28 April 2023, the Government announced that it will address this issue to enable affected parents to receive a National Insurance credit retrospectively. Further details of next steps will be set out in due course.<\/p>

The UK Rare Diseases Framework Board provides high level oversight and coordination of rare disease policy and action plans across the four nations. National implementation and delivery groups continue to meet regularly to report on and monitor the implementation of action plans.\u202f\u202fEngland\u2019s Action Plan contains a concise set of deliverables, each with an owner, key milestones, and metrics. Progress will be reported in annual updates of England\u2019s action plan and continual community engagement.<\/p>

The Department is currently working with National Institute of Health and Care Research to commission policy research which will develop metrics and methodology to measure improvement of the lives of people living with rare diseases in the United Kingdom across the four priority areas of the UK Rare Diseases Framework.
