We are continuing to progress development and design of the TransPennine Route Upgrade, including the examination of the case for full electrification of the route. The electrification of the Midland Main Line, from Market Harborough to Nottingham and Sheffield, is also currently being examined by the Department and Network Rail and is at an early stage of development.<\/p>

Electrification of the rail network will be an important part of how we will decarbonise the railway and meet net zero carbon emissions by 2050. The Department has established the Northern Transport Acceleration Council, an advisory forum to progress and unblock existing priority transport projects, to speed up the delivery of vital infrastructure projects and connect communities across the North\u2019s towns and cities. It has successfully brought together leaders from across the north of England to meet and engage with Ministers.<\/p>

The temporary SDLT relief was designed to stimulate immediate momentum in a property market where property transactions fell by as much as 50 per cent during the COVID-19 lockdown in March. Under the terms of The English National Concessionary Travel Scheme a holder of a concessionary bus pass is able to travel between 09.30am and 11.00pm on weekdays and all day at weekends and on Bank Holidays<\/p>

Local authorities in England have the power to offer additional local concessions, such as extending the hours of the concession, and three quarters of authorities already do so.<\/p>

This area is kept under review. The European Investment Bank (EIB) has repaid a total of EUR 300 million of the UK\u2019s share of paid-in subscribed capital in a single payment made on 15 October 2020.<\/p>

The current schedule for repayments to the UK is set out in Article 150(4) of the Withdrawal Agreement. Repayments to the UK will be made over 12 years in 11 equal instalments of EUR 300 million, with the final balance to be paid on 15 October 2031. The repayment schedule dates were amended by decision number 1/2020 of the Joint Committee, dated 10 June 2020, as a result of the entry into force of the Withdrawal Agreement on 31 January 2020 instead of March 2019.<\/p>
