On Sunday 29 September, the Secretary of State for Health and Social Care formally announced the next stage in our strategic investment in the National Health Service, with the Health Infrastructure Plan (HIP) to ensure that our health infrastructure is fit-for-purpose for decades to come. On Wednesday 2 October, the Prime Minister then set out his plan that \u201cin the next ten years we will build 40 new hospitals in the biggest investment in hospital infrastructure for a generation.\u201d As a step towards this, we have committed funding for six new hospitals as well as seed funding to support the initial stage of a further 34 building projects.<\/p>

The package of funding includes:<\/p>

- £2.7 billion for six new hospital projects to be delivered in our first phase of major hospital rebuilds (HIP1);<\/p>

- £100 million to support for 21 major projects (£5 million each) comprising 34 hospital sites go to the next stage of developing their plans to be delivered in the second phase of major hospital rebuilds, subject to business case development and future spending reviews. Other projects will be able to bid into this and other future waves too. (HIP2); and<\/p>

- £200 million investment for state-of-the-art MRI, CT and breast cancer screening machines, to update or replace our most out of date diagnostic equipment, across over 80 trusts.<\/p>

The Health Infrastructure Plan also outlines our plans for a new system for ensuring funding reaches the frontline when and where it is needed, with national infrastructure to support this, and clear accountability for how it is spent. These plans include proposals for assisting trusts, including allowing some access to early funding and streamlining the business case process.<\/p>

As part of our rolling investment programme, we have confirmed that there will be future phases of the Health Infrastructure Plan, with opportunities for the NHS to put forward further new hospital projects for the next phases of the programme. We also recognise that there may some more schemes suitable for investments that are not currently part of HIP1 and HIP2. Licensing data is published as Official Statistics on GOV.UK. The data currently provides details of licences up to 31 March 2019 and this shows that 50 licence applications for military items have been approved. <\/ins><\/p>

Licensing decisions about transfers to Saudi Arabia of items which may be used in the conflict in Yemen have been subject to judicial review. Under the Court of Appeal judgment of 20 June 2019 my Rt. Hon Friend the Secretary of State for International Trade was remitted to reconsider these decisions. Until such time the Government will not grant new licences to export items to Saudi Arabia or its coalition partners for possible use in Yemen. <\/ins><\/p>

The Court order of 20 June 2019 remitted the decision to grant export licences for the sale or transfer of arms and military equipment to Saudi Arabia for possible use in the conflict in Yemen to my Rt Hon. Friend the Secretary of State for International Trade to re-take on the correct legal basis.<\/ins><\/p>

The order did not require the Secretary of State to suspend existing licences. As a matter of priority, and without prejudice to our appeal against the 20 June judgment, we are considering the implications of the judgment for decision-making.<\/ins><\/p>

Amending our decision-making process in line with the judgment does not necessarily mean that decisions would be different.<\/ins><\/p>

Passport design changes are determined months in advance to ensure that there are sufficient stocks to deliver passport services to nearly seven million British travellers each year.<\/p>


The issuing of passports to British citizens that no longer include the words European Union was therefore long planned to coincide with the earliest possible date that the UK would leave the EU, and introduced on 30 March 2019.<\/p>


There is no difference for British citizens whether their passport does or does not reference the EU. This Government\u2019s priority is to focus our efforts and resources to support those who most need it, rather than invest in integration for those who may not qualify for international protection. Currently, around half of those who seek asylum in the UK are found not to need international protection. This is why support towards integration is offered at the point where someone has been recognised as a refugee.<\/p>
