The UK’s official measure of unemployment is produced by the independent ONS and based on the International Labour Organisation’s long-standing definition of unemployment: persons without work, available for work in the next 2 weeks, and who have actively sought work in the last 4 weeks.

The latest available statistics were released by the ONS on 11 June 2019 and show an unemployment rate (for ages 16+) of 3.8% - the lowest since 1974. This statistic is estimated using responses to the Labour Force Survey and is unrelated to a person’s eligibility for social security benefits.

The Department is open and transparent about the cost of fraud and error in the benefit system, publishing our National “Fraud and Error in the Benefit System” statistics each year which detail the amount we estimate is lost to both fraud and error across all benefits.

The latest publication to Gov.uk was made on 9 May 2019 and contains estimates of fraud and error in Universal Credit. The publication can be found here: https://www.gov.uk/government/statistics/fraud-and-error-in-the-benefit-system-financial-year-2018-to-2019-estimates

As UC expenditure increases, we would also expect to see an increase in the value of fraud and error. We also expect a further increase as UC involves significantly expanding the Department’s caseload and expenditure to include Tax Credits, which were previously administered by Her Majesty’s Revenue & Customs.

The design of UC is expected to lead to a reduction in overpayments across welfare. UC allows us to adjust benefit entitlement in line with changing circumstances in real time. The Government maintains that leaving the European Union with a deal is the best EU Exit outcome and has strongly expressed its opposition to leaving without a deal, in line with the position consistently expressed by Parliament. However, leaving without a deal on 31 October 2019 remains the legal default at the end of the Article 50 extension period if no withdrawal agreement is agreed. Therefore, as a responsible Government, we will continue to prepare to minimise any disruption to the supply of medicines and medical products in a ‘no deal’ scenario.

The Department continues to work closely with the devolved administrations, relevant EU member states, industry trade bodies and suppliers, the National Health Service and our other main stakeholders to ensure that we are prepared for leaving the EU without a deal in October.

On 26 June, we wrote to suppliers of medicines to the United Kingdom from or via the EU or European Economic Area setting out our continuing multi-layered approach to ensure the continuity of supply of all medicines and medical products in a potential no-deal exit scenario on 31 October.

To ensure sufficient space to store stockpiled medicines, we agreed contracts for additional warehouse space, including ambient, refrigerated and controlled drug storage aligned to the possible 29 March EU exit date. This secured warehouse space remains available up to and beyond 31 October and should be sufficient to meet the additional needs of medicines suppliers for storage space.

Income from the Victim Surcharge contributes to the Ministry of Justices’ Victim and Witness Budget (“the Budget”). This budget is used to fund Police and Crime Commissioners (PCCs) who commission local support services for victims, and nationally commissioned support services including the National Homicide Service, Rape Support Centres, and the Court Based Witness Service. Income from the Victim Surcharge is forecast into the Budget at the beginning of each financial year. However, actual income raised from the Surcharge will fluctuate each year (depending on the amount imposed and collection rates). Should revenue raised from the Surcharge go above the forecast amount, the excess is put towards compensating victims through the Criminal Injuries Compensation Scheme.
