The risk of severe damage from wildfire on wet, well functioning peatlands is relatively low. Natural England is working with landowners and land managers through its uplands programme to develop long term management plans to bring and keep moorlands and peatlands, including those in Yorkshire prone to wildfire, in favourable condition. Our aim is to, where appropriate, have as many prisoners as possible in a position to work both in custody and while on temporary release, to better prepare them for transition into the work place.<\/p>

<\/p>

Prison should provide offenders with the tools they need for successful rehabilitation, including work opportunities that prepare them for employment on release. For some prisoners however, other interventions such as education or health support will need to take priority over working.<\/p>

<\/p>

Prison Rules 1999 state that a convicted prisoner is required to do useful work for not more than 10 hours a day. In the year ending 2018, around 12,300 prisoners and detainees were working in custody at any one time. In addition to this, in the 12 months to March 2018, 2,224 risk-assessed prisoners were working in the community on ROTL. The number of hours worked by prisoners and detainees increased by 8% in the year to March 2018 with 17.2 million hours of work delivered in that year.<\/p>

Recognising the value of instilling a strong work ethic in prisoners and the positive impact that employment has on rates of reoffending, we have established the New Futures Network. From September 2019, the HPV vaccination programme will be expanded to boys in school year eight. In June 2019, the Care Quality Commission (CQC) published the report \u2018Oral health care in care homes\u2019. Dental inspectors attended 100 routine inspections of care homes.<\/p>

The main findings included that most care homes did not have a policy to promote and protect oral health (52%), almost half of care homes were not training staff to support oral health care (47%) and 73% of care plans reviewed only partly covered or did not cover oral health.<\/p>

The report also found that around two thirds (67%) of the care homes reported that they could always, or nearly always, access National Health Service dental care and 10% reported they had no way of accessing emergency dental treatment for people. Around 34% of homes reported that there was no or limited access to out-of-hours services. Some care home managers stated that they had to call general practitioners, NHS 111, or even take the person requiring emergency care to accident and emergency. Road traffic legislation applies to everyone using British roads, including drivers and vehicles from other countries. Any driver stopped by the police for motoring offences in the UK will continue to be punished, whether British or foreign.<\/p>

The Cross Border Enforcement Directive (2015/413/EU) assists countries in the prosecution of foreign vehicle owners when that vehicle is suspected of committing one (or more) proscribed offence in another Member State. In Britain, we prosecute the driver for these offences.<\/p>

Additionally, the Driver and Vehicle Standards Agency (DVSA) operates the graduated fixed penalty and financial deposit system to enforce road traffic law for commercial goods and passenger carrying vehicles. The system covers areas such as: brakes, steering and drivers\u2019 hours. The DVSA issues fixed penalties for non-compliance and vehicles are prohibited from moving until the defect has been rectified. In 2018/2019, DVSA inspected a total of 198,045 vehicles at roadside checks, including 104,697 non-UK vehicles.<\/p>
