As National Statistician and Chief Executive of the UK Statistics Authority, I am replying to your Parliamentary Question asking how many people have died from mesothelioma in each year from 2010 to the last year for which figures are available (HL16256)<\/strong>.<\/p>

<\/p>

The Office for National Statistics is responsible for publishing statistics on deaths registered in England and Wales. The most recent figures published are for deaths registered in 2017[1].<\/p>

<\/p>

Cause of death is defined using the International Classification of Diseases and Related Health Problems, 10 edition (ICD-10). The underlying cause of death is defined by the World Health Organisation as (a) the disease or injury that initiated the train of events directly leading to death, (b) the circumstances of the accident or violence that produced the fatal injury.<\/p>

<\/p>

Deaths due to an underlying cause of mesothelioma would be assigned the ICD-10 code C45.<\/p>

<\/p>

Table 1 below provides the numbers of deaths from mesothelioma registered in England and Wales between 2010 and 2017.<\/p>

In 2017 the Government published a Post Implementation Review of the Producer Responsibility Obligations (Packaging Waste) Regulations.<\/p>

In our Resources and Waste Strategy we committed to reform our current packaging producer responsibility system which includes measures to incentivise producers to make better, more sustainable decisions at the design stage and point of manufacture.<\/p>

On 18 February 2019 the Government published a consultation on proposals to reform the producer responsibility regime for packaging, including mechanisms to incentivise better design, encourage the use of recycled material and ensure that producers pay the full costs of disposal for packaging they place on the market. The Government is engaged with a number of projects to further our understanding of the impact of beavers on the environment and flooding. We also maintain contact with the Scottish Government to learn from its experience on the River Tay.<\/p>

<\/p>

The trial reintroduction of beavers on the River Otter in Devon, which started in 2015, will conclude in 2020. The latest annual report from this trial, undertaken by the Devon Wildlife Trust, highlights assessments made on water flows and flood risks. Defra will assess the River Otter trial in 2020 and will seek advice from Natural England.<\/p>

The Forestry Commission is currently undertaking two enclosed trial releases which will contribute to our understanding of the impacts of beavers on water flow and surrounding ecology.<\/p>

The Environment Agency is working with a number of projects that are gathering evidence from beaver trial sites to improve our understanding of the opportunities and implications for flood risk management. Natural England and the Environment Agency are working with the University of Exeter to understand how beavers affect water flow in rivers. Upland farmers are eligible to receive payments under the Common Agricultural Policy's Basic Payment Scheme (BPS). We will pay Direct Payments for the 2019 scheme year on the same basis as for 2018 and plan to allocate the money paid in Direct Payments for 2020 in much the same way that we do now.<\/p>

Upland farmers can also apply for a Countryside Stewardship agreement, and many receive support through Countryside Stewardship and Environmental Stewardship. The current round of Countryside Stewardship is open for applications until 31 July. This includes a specific Wildlife offer for Upland farmers. Capital grants are also available through the Hedgerow and Boundaries grant, which closed for applications on 3 May.<\/p>

The Government has also pledged to continue to commit the same cash total in funds for farm support until the end of the Parliament, expected in 2022. The figure includes all EU and Exchequer funding provided for farm support under both Pillar 1 and Pillar 2. The UK Butterfly Monitoring Scheme is organised and funded by Butterfly Conservation, the Centre for Ecology and Hydrology, the British Trust for Ornithology and the UK Government\u2019s nature conservation adviser, the Joint Nature Conservation Committee. Records are collected by volunteers and provide an invaluable dataset for planning and monitoring action for insect conservation. The scheme\u2019s data is published annually and incorporated into the Government\u2019s UK and England Biodiversity Indicators.<\/p>

<\/p>

The UK indicator of butterfly abundance shows long term declines since 1976 but has shown no overall trend since 2012, despite increases for some species and decreases for others. We have seen real conservation success stories, often where farmers, landowners, voluntary bodies - such as Butterfly Conservation - and Government have worked together to put the right management in the right place. For example, the high brown fritillary, one of Britain\u2019s most threatened butterflies, having lost 85 per cent of its population since the 1970s, has been the focus of conservation efforts and has seen numbers increase by 271 per cent over the last 10 years.<\/p>

<\/p>

Short-term increases in numbers across species were also seen in 2018 when the Monitoring Scheme\u2019s most recent data was published in April 2019. More than two- thirds of UK butterfly species were seen in higher numbers than the previous year, with two of the UK\u2019s rarest, the large blue and black hairstreak, recording their best years since records began. The Government knows, however, that butterfly numbers fluctuate from year to year in response to weather conditions. According to the 2017 Commercial Victimisation Survey (CVS), 2 per cent of premises in the Agriculture, Forestry and Fishing sector premises located in England and Wales had experienced livestock theft in the previous 12 months, a similar level found to that in the 2013 CVS (4 per cent).<\/p>

National Parks policy is a devolved matter, so the following information relates to England only.<\/p>

<\/p>

The Government has not to date published a specific assessment of changes in wildlife populations in National Parks, but there is national monitoring and local species survey data that can be used to determine broad trends. In general terms, we observe trends in National Parks similar to those seen in the wider countryside.<\/p>

<\/p>

There have been long-term declines for a number of species and some habitats are in unfavourable condition, often because of past land use. There have, however, been a number of recent conservation successes, for example, the Moors for the Future Partnership, which was set up to restore peatland in the Peak District and South Pennines, and the Two Moors Project in Dartmoor and Exmoor, which has boosted marsh fritillary butterfly abundance following years of decline.<\/p>

<\/p>

The Government has commissioned a Review of England\u2019s designated landscapes (National Parks and Areas of Outstanding Natural Beauty (AONB)), which is being led by Julian Glover, supported by an experienced advisory group. Central to its remit is how to enhance the environment and biodiversity in National Parks and AONBs. We are expecting the report later this year.<\/p>

The Groceries Code Adjudicator Act 2013 requires the Government to conduct and consult on a review every three years into the operational effectiveness of the Groceries Code Adjudicator (GCA). The Act specifies the issues which the review must address and who must be consulted as part of the review.<\/p>

<\/p>

The first statutory review covered the period from the creation of the GCA (in June 2013), to 31 March 2016. It found that the GCA is regarded as an exemplary modern regulator with an international reputation. The Government response to the review was published in July 2017 \u2013<\/p>

The second statutory review of the GCA will cover the period from 1st April 2016 to 31 March 2019.<\/p>
