This Department has not made an estimate of the costs of equalising widowers\u2019 and children\u2019s pension benefits.<\/p>

As part of the Government\u2019s review of survivor benefits in occupational pension schemes in 2014, the Government Actuary\u2019s Department estimated the expected additional cost for public service schemes if scheme benefits were retrospectively enhanced. The review looked at all survivor benefits, for example those for civil partners, same-sex married couples and widowers. It was estimated that the total cost would be in the region of £2.9 billion across the public sector, which equates to £600 million for the Teachers\u2019 Pension Scheme. The Traffic Light System for monitoring induced seismicity was introduced after consideration of advice from three scientists, following operations at Cuadrilla\u2019s Preese Hall site in 2011. Police have been clear that the power to stop and search under Section 60 (s60) of the Criminal Justice and Public Order Act 1994 is a powerful tool to combat serious violence. Over 600 people have been arrested for carrying weapons under s60 searches since 2010/11. Every weapon off our streets is a success and helps protect those communities who disproportionately experience serious violence.<\/p>

On 31 March 2019, the Government announced that we will make it simpler for the police in the seven forces particularly affected by violent crime to use section 60 (area-wide) stop and search powers where they reasonably believe that an incident involving serious violence may occur. The changes are designed to allow the police to use these powers more quickly and effectively in anticipation of serious violence, safeguarding the public. These relaxations will apply for twelve months, with a review at the halfway point, in the West Midlands, Greater Manchester, Metropolitan Police Service (MPS), South Wales, West Yorkshire, South Yorkshire, and Merseyside.<\/p>

The Home Office paper \u2018Do initiatives involving substantial increases in stop and search reduce crime? Assessing the impact of Operation BLUNT 2\u2019 was published in March 2016. The paper reviewed the impact of a substantial increase in stop and search, including those under s60, from an average base level of stop and search which is higher than current levels.<\/p>

Across the MPS there was a near threefold increase in weapons searches from 70,378 in 2007/08 to 205,704 in 2008/09. The study found that large surges in stop and search activity at the borough level had no discernible crime-reducing effects. However, the study concluded that it did not necessarily follow that stop and search activity does not reduce crime, either through more localised impacts, or through the existence of a \u2018base level\u2019 of stop and search activity where the tactic does have an effect.<\/p>

Since 2010, the total number of stop and searches in England and Wales has decreased by 78% from 1.3 million in 2010/11 to fewer than 300,000 searches in 2017/18. The number of searches has also decreased by 72% compared to the five-year period prior to the commencement of Operation Blunt 2 in 2008. In addition, weapon specific searches in the MPS fell by 81%, from 136,126 in 2010/11 to 26,188 in 2017/18.<\/p>

The Government has given local authorities strong powers to drive up standards in houses in multiple occupation (HMOs). These include mandatory, additional and selective licensing as well as civil penalties of up to £30,000, rent repayment orders and banning orders for those landlords who refuse to comply with the law.<\/p>

We have also recently extended mandatory licensing of HMOs. Mandatory licensing is recognised to have improved safety and property standards in HMOs, the extension will bring an additional 170,000 properties within scope of mandatory licensing.<\/p>

In addition, the Government is currently refreshing guidance for local authorities in order to help them better use these powers. On 6 November 2018 I spoke with the German Ambassador to seek his assistance to make it easier for UK Thalidomide Survivors to apply for funding from the Contergan Foundation. He explained that only those who took the drug supplied by Grunenthal directly would be eligible for funding. The German Government do not consider that they have any liability for those who took the drug distributed under licence in the UK. Therefore, very few, if any, UK survivors would be eligible for this compensation.<\/p>

I and UK officials have done all we can to address this issue with the German Government. The Government responded to Thriving at Work: Stevenson/Farmer Review of mental health and employers in the command paper \u2018Improving Lives: The Future of Work, Health and Disability\u2019 which was published on 30 November 2017. The joint Department for Work and Pensions and Department of Health and Social Care Work and Health Unit is now overseeing progress across 40 recommendations that range from short term deliverables to longer term reform.<\/p>

Its central recommendation identified the need for employers to adopt a comprehensive set of mental health standards. The Government is committed to working with the authors of the review and key stakeholders across the public, private and voluntary sectors to ensure that employers of all sizes act to implement the core and enhanced standards and help them, and their employees, realise the benefits of healthy, inclusive workplaces.<\/p>

Following the Prime Minister\u2019s acceptance of the recommendations that apply to the Civil Service and NHS England as major employers, both organisations have made progress in implementing these. The National Health Service is implementing the mental health standards through the new single NHS Workforce Health and Wellbeing Framework, which was published on 16 May 2018 and shared with NHS organisations.<\/p>
