The Director of Public Prosecutions has published a ‘Policy for Prosecutors in Respect of Cases of Encouraging or Assisting Suicide’. In this policy, the DPP makes the CPS position clear that, in the context of websites that promote suicide, a suspect may commit the offence of encouraging or assisting suicide, if it is intended that one or more readers of such material will commit or attempt to commit suicide.

In considering whether or not to bring charges under section 2 of the Suicide Act 1961, a Crown Prosecutor will apply the Full Code Test as set out in the Code for Crown Prosecutors, giving consideration to both the evidence and the public interest in prosecuting, as they would with any other offence.

Public Spaces Protection Orders are designed to ensure that public spaces are not affected by anti-social behaviour so that the law-abiding majority can use and enjoy them.

These powers are local in nature, and it is for local councils (or designated bodies) to determine whether a Public Spaces Protection Order is an appropriate response to any specific anti-social behaviour that may be associated with the use of drones and satisfies the relevant legal tests.

An order may only be imposed where the council (or designated body) is satisfied that the relevant statutory conditions have been met and after the necessary consultation and publicity has been carried out. Disarmament, demobilisation and reintegration (DDR) is essential to create the conditions for stability and security in the Central African Republic (CAR). The UN peacekeeping force in CAR, the UN Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), is the lead on DDR work in CAR. The UK works closely with MINUSCA to ensure it provides adequate support to CAR authorities to launch DDR in CAR.

MINUSCA has budgeted $28 million for a DDR programme aimed at what they expect will amount to 3,500 ex-Seleka fighters in total and 1,500-3,500 dependants. Through the UK’s contribution to MINUSCA, we support this vital work on pushing DDR forward in CAR.

MINUSCA is currently in the pre-DDR phase, preparing for the launch of DDR. This entails a sensitisation process/education process for former combatants who will take part in DDR.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3474", "label" : {"_value" : "Biography information for Baroness Anelay of St Johns"} } , "answeringMemberPrinted" : {"_value" : "Baroness Anelay of St Johns"} , "dateOfAnswer" : {"_value" : "2015-11-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-11-05T16:04:42.2Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2015-10-26", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Central African Republic"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government what is their assessment of the need for funds to enable the disarmament, demobilisation and re-integration of those perpetrating violence in the Central African Republic.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4218", "label" : {"_value" : "Biography information for Baroness Berridge"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Berridge"} ], "uin" : "HL2977"} , {"_about" : "http://data.parliament.uk/resources/156554", "AnsweringBody" : [{"_value" : "Department of Health"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/156554/answer", "answerText" : {"_value" : "

The Human Fertilisation and Embryology Authority (HFEA) has advised that it has nothing further to add to the answer given to the noble Lord on 18 November 2014 (Official Report, col. WA107) in respect of clinical and professional advice or the evidence required to predict the cohort of patients. The HFEA ensures that licensed clinics advise women about the possible side effects and risks both to the woman being treated and to any resulting child, including the risk of Ovarian Hyperstimulation Syndrome (OHSS). Clinics should also advise patients what to do if symptoms arise and should have an emergency contact number which patients can use at any time. Clinics are also required to report to the HFEA cases of OHSS which require a hospital admission and has a severity grading of severe or critical.

The HFEA has also advised that it regards the prevention and management of OHSS as primarily the responsibility of clinical practice and subject to professional guidelines. The HFEA does not regulate the administration of drugs and therefore does not collect such data.
