I am committed to working with partners and stakeholders across the system to ensure the most effective support for victims of serious and violent crime.<\/p>

The Ministry of Justice funds the provision of the national Homicide Service, which supports families bereaved by murder and manslaughter, and provides grant funding to Police and Crime Commissioners for the provision of support to other victims of crime including serious and violent crime in their areas.<\/p>

<\/p>

Many victims of the most serious violent crime have enhanced entitlements to services under the Code of Practice for Victims of Crime in England and Wales. We committed in the Victims Strategy published in September to consider whether enhanced entitlements need to be revised in the Code. We will publish a consultation on a revised Code this year.<\/p>

The Prime Minister hosted a Serious Youth Violence Summit on 1 April, and following this on 4 April I hosted a roundtable event on the effectiveness of the Criminal Justice System in tackling serious violence. One of the areas of focus was on developing support arrangements for victims of serious violence. The Government is committed to ensuring the benefits of existing EU trade agreements are maintained, providing a smooth transition as we leave the EU. The best way to provide that continuity and stability is for the UK to leave the European Union with a negotiated deal so that the UK can remain covered by all of these agreements during the proposed Implementation Period.<\/p>

Nevertheless, the Government is working to have bilateral agreements in place ready for when they are needed, whether that is in the event of no deal, or after the proposed Implementation Period. We have made good progress signing trade continuity agreements, most recently with Iceland and Norway. Trade with countries where agreements have already been signed or finalised accounts for more than half of the UK\u2019s trade with countries for which the UK is seeking continuity.<\/p>

Many discussions with other countries are at an advanced stage. As with all such discussions, they tend to go down to the wire, and we would expect nothing less from these agreements. The Armed Forces Covenant has been in place since May 2011 and sets out the relationship between the nation, the Government and the Armed Forces. The covenant is a written and publicised voluntary pledge from businesses and other organisations who wish to demonstrate their support for the armed forces community.<\/p>

The covenant can be signed by a business or other organisation of any size, and from any industry whether they are an employer of a member of the armed forces community or simply wish to acknowledge publically their support for the armed forces.<\/p>

The Department for Work and Pensions (DWP) National Employer and Partnership Team (NEPT) actively promote the Armed Forces Covenant to those employers and partner organisations they work with. This has been adopted into routine business to ensure that those new to DWP\u2019s employer portfolio are aware of the opportunity and benefits of support to the Armed Forces community.<\/p>

Every Jobcentre Plus District has an Armed Forced Champion (AFC) who is key to delivering our commitments under the covenant. The AFC will ensure that any concerns and issues raised which affect Service Personnel and their families are integrated within the wider work of Jobcentre Plus. AFCs ensure Work Coaches and other DWP staff can effectively support serving personnel, service leavers, veterans and their families.<\/p>

In addition to the local activity in Jobcentres to support veterans our National Employer and Partnership Team (NEPT) also work closely with the Ministry of Defence to align engagement activity in support of the veteran\u2019s strategy. At the 2014 NATO Wales Summit, all Allies signed the Defence Investment Pledge (DIP) to spend 2% of GDP on defence and 20% of that on major equipment by 2024. The UK fully supports the DIP and has been clear on the need for increased defence spending in the Alliance to meet an evolving and complex security environment. The UK welcomed the Secretary General's recent announcement that non-US Allies will spend an extra $100 billion on defence over 2016-2020, and $350 billion by 2024. However, the UK remains clear that this upward trend must continue and regularly engages with Allies at all levels on this. The best way to provide continuity and stability in our global trading relationships is to have a deal with the European Union so that the UK can remain covered by all existing trade agreements during the Implementation Period. After this we will seek to bring into force bilateral agreements that replicate the effects of existing agreements as far as possible.<\/p>

Nevertheless, the Government is working to have bilateral agreements in place ready for when we need them, whether that is in the event of no deal, or after the proposed implementation period. The Government has signed trade continuity agreements with Chile, the Faroe Islands, the Eastern and Southern Africa (ESA) trade bloc, Switzerland, Israel, Palestinian Authority, Pacific states and CARIFORUM countries. We expect these to be in place by exit day, even in the event of a no deal. This list is kept up to date on Gov.uk (LINK<\/a>) as we continue to sign trade continuity agreements. The Government has also initialled an agreement with EEA countries Iceland and Norway. This is expected to be signed shortly. At the United Nations General Assembly last September, the UK Government called for 30% of the world\u2019s oceans to be protected within Marine Protected Areas by 2030. We are working both domestically and internationally to achieve this goal.<\/p>

<\/p>

At home, we already have 314 marine protected sites, covering 24% of UK waters. In addition, we have consulted on a further 41 Marine Conservation Zones. Sites to be designated will be in place by 7 June. Around the UK Overseas Territories, including Ascension Island, we are on track to deliver over 4 million km2 of protected ocean by 2020. Overall more than 50% of all UK waters are set to be in Marine Protected Areas.<\/p>

In the 2019 Spring Statement, the UK Government announced that it is backing an Ascension Island bid to protect 100% of its offshore waters. Ascension Island plans to designate over 445,00km2<\/sup> of its waters as a fully protected no-take Marine Protected Area.<\/p>

Internationally, the UK is working together with key stakeholders and other countries to secure agreement to a new global 30by30 target to be included as part of the Convention on Biological Diversity post-2020 agenda for agreement at the Convention of Parties in China in 2020. Agreement of the new Implementing Agreement under the UN Convention on the Law of the Sea for the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction is crucial for this target to be achieved.
