The Government consultation on the Windrush Compensation Scheme was extended to 16 November. We are committed to establishing the scheme as quickly and carefully as possible, taking into account the outcome of that consultation. Further details on compensation will be made available when the scheme is established, including who is eligible to apply for compensation and how they can access the scheme.<\/p>

Ahead of the scheme coming into operation, the Home Office has already put measures in place to help those who are affected. Nationally, high needs funding has risen by £1 billion since 2013-14, to just under £6 billion in 2018-19, and will rise to over £6 billion in 2019-20. The additional £1.3 billion announced last year for schools and high needs is above and beyond what was promised at the 2015 spending review, and means that local authorities received an additional £140 million in high needs funding in 2018-19. Each local authority will attract a 1% increase in underlying funding per head of the population aged 2-18 years old in 2018-19 compared to 2017-18, following the increase of 0.5% they attracted last year. Underfunded authorities will continue to see higher increases \u2013 of up to 6% per head of of the population aged 2-18 years old, compared to 2017-18.<\/p>

We are listening to the concerns that some have expressed about the pressures on high needs budgets. Following the recent cervical screening incident, announced on 15 November 2018, Capita has confirmed they have put in place daily audits to ensure all women\u2019s files are accounted for and are looking at how automated processes can be used to reduce errors. Additionally, the checks within the Capita call and recall service have been upgraded at every stage of the process and Capita has appointed an independent audit team to carry out a detailed review into operation systems and processes in Primary Care Support England.<\/p>

I laid a Written Ministerial Statement on 15 November, HCWS1086<\/a>, explaining the incident and the steps being taken to address it, offering reassurances to the women affected. All individual women affected have been written to directly and Capita has issued an apology.<\/p>

To date no serious harm has been identified following the recent serious incident whereby a number of cervical screening invitations, reminders and results letters were not sent to women. All women affected by this incident have been written to and the file of any woman needing a follow up is being checked to ensure they have been referred appropriately. Assessments of harm as a result of not being sent a letter are ongoing.<\/p>
