As per the manifesto commitment, following our departure from the European Union, we are creating the UK Shared Prosperity Fund (UKSPF), a programme of investment to tackle inequalities between communities by raising productivity, especially in those parts of the UK whose economies are furthest behind.<\/p>

In July, the Government published an update on the UKSPF<\/a> in which we confirmed the Fund will operate in all four nations of the UK and will, of course, respect devolution settlements in Scotland, Wales and Northern Ireland.<\/p>

The Government has been clear that we will engage the devolved administrations in advance of the public consultation intended for later this year, to ensure the Fund works for all places across the UK. Officials from HM Government and from each devolved administration have begun discussions and stakeholder events are being held across the UK, throughout the rest of this year.<\/p>

We are continuing discussions to develop the Fund and final decisions on the operation and allocations of the Fund will be made as part of the 2019 Spending Review.<\/p>

In the mean time, the Government understands that local authorities and places around the UK require certainty of funding post-Brexit. The draft Withdrawal Agreement guarantees that the UK will continue to take part in the 2014-2020 EU programmes until their conclusion. In a no deal scenario, the Government has extended this guarantee for the full EU 2014-20 programme period and allocations. According to the UN Office for the Coordination of Humanitarian Affairs (UN OCHA), nine structures have been demolished in Khirbet al-Halawah so far in 2018, of which four were donor funded. We have not made an estimate of the value of international aid allocated to these structures. No structures directly funded by the UK in the West Bank in recent years have been demolished. Whilst we have not raised these specific demolitions with counterparts in the European Union or the Government of Israel, we continue to raise concerns with the Israeli authorities about demolitions and evictions of Palestinians from their homes in general, which cause unnecessary suffering to ordinary Palestinians, calls into question Israel\u2019s commitment to a viable two-state solution, and, in all but the most exceptional cases, are contrary to International Humanitarian Law.<\/p>

Under the Green Deal Framework (Disclosure, Acknowledgment, Redress etc.) Regulations 2012, in certain circumstances, complaints may be referred to my rt. hon. Friend the Secretary of State for Business, Energy and Industrial Strategy. He may impose the sanction of reduction or cancellation of a Green Deal loan, if he is satisfied that there has been a breach of the applicable regulations or code of practice. The cancellation or reduction of a loan represents the full extent of the Secretary of State\u2019s power to provide redress for consumers in relation to the Green Deal Scheme.<\/p>

For cases relating to the company Home Energy & Lifestyle Management Ltd, a specific process has been introduced in advance of appeals to the Secretary of State whereby the Green Deal Finance Company, with the agreement of the Department, is able to make settlement offers direct to consumers. This has led to the resolution of over 100 cases.<\/p>

Seventy nine further cases across all Green Deal loans have now been referred to the Secretary of State. Of these, two have been finalised. The Secretary of State has issued intention notices for two further cases. The Department is committed to resolving all of the cases fairly and as quickly as possible. However, the complex and legal nature of the redress process and detailed information involved means complaints take some time to resolve.
