The principle legislation governing the European Maritime and Fisheries Fund (EMFF) is The EMFF Regulation (EU 508/2014) and the Common Provisions Regulation (EU1303/2013). The EMFF regulation provides for co-financing of EMFF funds between the European Commission (EC) and the member states. Both regulations have direct effect in the UK, and apply to the Department and its executive agencies. The EU regulations are enabled in domestic legislation by the Grants for Fishing and Aquaculture Industries Regulations 2015.<\/p>
<\/p>
Under the EMFF Regulation, the UK is obliged to submit to the European Commission the UK EMFF Operational Programme (OP), which the EC adopted on 30 November 2015. Any subsequent changes to the UK\u2019s OP must be submitted to the EC for approval and may only take effect once that approval is granted.<\/p>
<\/p>
In adopting the OP, governance arrangements have been put in place which underpin the implementation of EMFF for the purposes of awarding funding to projects. These arrangements are documented in the EMFF Management and Control System, with customer facing guidance notes outlining the national rules on the application of match funding publicised on each devolved administration website.<\/p>
<\/p>
National match funding contributions were determined by each devolved administration based on specific policy priorities. This took into consideration the availability of \u2018other national\u2019 funding sources. The application of match funding allocated to projects is carried out across the UK in line with the Operational Programme. Ministers and senior officials from across Government have been engaging extensively with member states and our partners in the EU institutions to negotiate the best deal for the UK and the EU. The Ministry of Justice in particular has been engaging with its European counterparts on the practise rights of UK lawyers. We also continue to welcome Ministers from across Europe to the UK on a regular basis.<\/p>
DExEU Ministers are working closely with colleagues across Government to ensure that we continue to discuss the implications of leaving the EU with a broad range of stakeholders, including the legal sector. For example, we work closely with BEIS who co-chair the government-industry Professional and Business Services Council and DEXEU Ministers met with the Law Society in April this year.<\/p>
The Prime Minister has been clear that we are seeking the broadest and deepest possible partnership with the EU \u2013 covering more sectors and co-operating more fully than any Free Trade Agreement anywhere in the world today. We don\u2019t want to discriminate against EU service providers in the UK and we wouldn\u2019t want the EU to discriminate against UK service providers. We want to agree an appropriate labour mobility framework that enables UK and EU businesses and professionals to travel, and provide services in person and over the phone or internet. This will support the ability of UK lawyers to practise in EU Member States after EU exit.<\/p>
We also want UK professional qualifications, including UK legal titles, to continue to be recognised across the EU in the future, and vice versa. The March European Council agreed guidelines for negotiations on our future relationship, which reference the desire of the EU27 to include ambitious provisions on the recognition of qualifications. This is a useful starting point for the next stage of negotiations on the future economic partnership.<\/p>
<\/p>
The Government will support the legal services sector to ensure that it continues to prosper after the UK leaves the EU.<\/p>

The careers strategy makes clear that personal guidance from a qualified practitioner is important to help individuals make informed choices about their education, training and careers.<\/p>
Secondary schools and colleges are responsible for making sure their students receive independent careers guidance with a qualified careers adviser whenever significant study or career choices are being made. We recognise the value of personal guidance and expect all schools to work towards meeting the eight Gatsby Career Benchmarks by the end of 2020. The benchmark on personal guidance advises that all young people should have a careers interview by the age of 16, and the opportunity for one further such interview by age 18.<\/p>
To target support for those who need it most, the government has announced £2.5 million of funding for new innovative, cost effective models, for delivering personal careers guidance in schools and colleges. Syrian Refugees in the UK have the same family reunion rights as all those granted refugee leave or humanitarian protection in the UK. Our Refugee Family Reunion rules are consistent for all nationalities.<\/p>
Our family reunion policy allows immediate pre-flight family members of those granted protection here to reunite with Refugees in the UK. The Immigration Rules also provide for relatives with protection in the UK to sponsor children in serious and compelling circumstances. In addition, there is provision in the policy to grant visas outside the Rules in exceptional circumstances, which caters for extended family members who otherwise do not qualify under the Rules, for example, those fleeing conflict zones such as Syria who are unable to live safely anywhere else. All those granted family reunion visas have the right to work, study and to access benefits.<\/p>
We are listening carefully to concerns raised on this issue and are currently reviewing our approach to family reunion as part of the Government\u2019s wider asylum and resettlement strategy.
