The dairy sector in England is recovering after 2 years of low prices caused largely by global factors. The UK average farm-gate milk price for May 2017 is 26.78 pence per litre, which is 31% higher than the same month in 2016, but a little lower than in March and April. The Government published the statutory review of the Grocery Code Adjudicator on 19 July. This review considered the Grocery Code Adjudicator\u2019s performance within the current remit.<\/p>

The Government is considering the evidence submitted through the Call for Evidence including considering the position of indirect suppliers within the dairy sector. As at close of business on 17 July, 99.9% of customers have received their full Basic Payment Scheme (BPS) 2015 payment. There are 60 farmers still to receive their payment, 58 of which are currently held for legal reasons (such as probate), and 2 still need to be processed. The Rural Payments Agency (RPA) continues to focus on the completion of those outstanding and dealing with any new queries on BPS 2015 claims raised by farmers.<\/p>

The RPA does not hold information on the average time taken to process a claim. However, for the 2016 year, 90% of farmers were paid within 4 weeks of the payment window opening.<\/p>

Since January 2015 significant progress has been made against this commitment in the North of England.<\/p>

Work was undertaken in in the summer of 2015 in designated \u2018Fast Track\u2019 areas, including in Lancashire, Greater Manchester and Cumbria and the North East region. Funding was provided to these areas to pilot the transformation of services in line with the new Building the Right Support (BRS) service model. Each Fast Track area focussed on the development of different services elements, but all demonstrated the local leadership and governance required to reshape services in these areas. To support this work, additional resources were provided for dedicated NHS regional teams in both the North and Midlands and East regions. Learning from this work in 2015 informed the broader roll-out of the BRS strategy from April 2016.<\/p>

Transforming Care Partnerships (TCPs) were rolled out from April 2016 nationally, with 10 being developed in the North. In the past 12 months, each TCP has developed a leadership and governance structure, set out a transformation plan, and begun developing services as part of a three year programme of delivery. At the regional level, a North Transforming Care Board is attended by all relevant TCP Senior Responsible Officers, with senior representation from all partnership bodies including NHS England, the Local Government Association, voluntary sector partners as well as people with lived experience. This Board is key for assuring and challenging the planning and delivery undertaken by TCPs. Revaluation will mean that nearly three quarters of business will see their bills stay the same or fall, and from April 2017, 600,000 small businesses will pay no business rates at all. The Government introduced a £3.6 billion package of transitional relief to support businesses affected by revaluation. To support businesses in rural areas, the Government is doubling rural rate relief from 50 per cent to 100 per cent from 1st April 2017.
